A panel would be <br />assigned by the District Court. <br /> <br />Benke noted the process is resolved by persons other than <br />this council. <br /> <br />I <br /> <br />Blomquist asked if we have come to that step previously. <br /> <br />Winkels stated .t has never been done for a development <br />project, but ha for street improvement projects. Staff <br />cannot sign the Agreement; the council will be approving <br />all acquisition awards. <br /> <br />Burkheimer clar'fied the acquisitions will have to be <br />done with a Pur hase Agrement. <br /> <br />Wi nkels stated he council can modify, accept, or reject <br />Purchase Agreem nts. <br /> <br />Burkheimer felt the council had done a fine job. <br />
