<br />Council tli nutes <br />May 14, 1 985 <br /> <br />Page Eleven <br /> <br />I <br /> <br />Schmidt continued that public access is an issue the council <br />has tried to address, attempting to minimize the amount of <br />public access and keeping it a local lake, and at the same time <br />getting it qualified for Metropolitan Council funding through <br />Ramsey County (which is the only agency that can be the <br />implementing agency). Action taken tonight could save $160,000 <br />by moving the boat launch to the south side, Schmidt continued, <br />and stated that lake activity will have to be monitored contin- <br />uous 1y, <br /> <br />In response to a question concerning the minimum number of <br />boats allowed on the lake, Anderson reviewed the process and <br />commented that the five high-speed boats were less than he <br />anticipated would be granted, and that the presence of a beach <br />was determined long ago. <br /> <br />Resident asked why water surface activity is being promoted <br />when, clearly, there is no space for even 50% of the number <br />being discussed. <br /> <br />, <br /> <br />I <br /> <br />Benke stated there was the underlying issue of equity; noted <br />five boats or less would not make much difference but if it <br />was down to zero boats, not even the homeowners would be allow- <br />ed to put their boats on the lake. Benke continued that by <br />controlling the number from the outside, there is going to be a <br />natural tendency for the two (outsiders and homeowners) to bal- <br />ance that at an acceptable level; and stated council can restrict <br />more if it's not working. <br /> <br />Resident questioned the eligibility for federal funding for <br />public access on the lake; Harcus responded it is the State's <br />policy that all lakes will be open to the public and penalties <br />can be incurred if there is no public access, <br /> <br />Motion by Harcus, seconded by Schmidt to APPROVE THE MASTER <br />PLAN AMENDMENTS AS PRESENTED CONTINGENT ON RECEIVING APPROVAL <br />FROM THE RAMSEY COUNTY BOARD FOR THE CITY OF NEW BRIGHTON TO <br />INITIATE A FEE COLLECTION SYSTEM FOR THE BOAT LAUNCH AND <br />SWIMMING FACILITY AT LONG LAKE PARK AND CONTINGENT ON THE NEW <br />BRIGHTON CITY COUNCIL APPROVING AN OPERATING PLAN AND THE <br />DESIGN PLAN FOR THE BOAT LAUNCH. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />I <br /> <br />Anderson reviewed staff report, citing the many phone <br />calls from people requesting to launch a boat on Long Lake. <br />Feels this is an opportunity in a somewhat limited way to <br />test whether or not the lake will take some additional <br />traffic . <br /> <br />Temporary Boat Launch <br />at Long Lake Beach <br />Report 85-137 <br /> <br />In response to a resident's question, Harcus stated that <br />we have a gate attendant <br />
