<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Minutes <br />May 14, 1985 <br /> <br />Harcus noted the recommendation is contingent on negotiating <br />a fee structure. <br /> <br />A resident felt there should be a definite plan on how the area <br />should be controlled before it is moved. <br /> <br />Harcus responded the likelihood would be there would be a gate <br />attendant on the south side, agreeing with Anderson that a <br />person would probably have to be a control monitor. <br /> <br />Benke commented the staff report does say there will be staff <br />control at the gate and the city is looking for a way to de- <br />crease the cost of the control. <br /> <br />Harcus further stated that because of a quarter mile road that <br />does not have to be installed there will be substantial savings, <br />noting the county would be paying for the site no matter where <br />it i s 1 oca ted . <br /> <br />Anderson stated that initially there would be no fee for access <br />to the park, hence a guard would not have been required. <br /> <br />Simons stated the park would be open half an hour before sunrise <br />and would close half an hour after sunset; the Ramsey County <br />Sheriff's Department would open and close the east side gate. <br /> <br />Harcus mentioned there was a commitment by the city council <br />that the city would control the boat launch. <br /> <br />Harcus exp 1 ai ned the ori gi na 1 plan for the south end was for <br />fishing docks, picnic area, cartop boats, parking lot; we are <br />discussing moving the boat launch to the south side as well <br />which would result in no increase in power boat facilities <br />but a net reduction in parking. <br /> <br />Resident expressed concern of controlling south end in original <br />plan; this focuses it all in one area and allows the city to <br />put resources in one area. <br /> <br />Schmidt stated this would provide more certainty of control. <br /> <br />Simons suggested at the titr.e the final physical plan for the <br />boat ramp is drawn,and before being submitted for bids, would <br />be an opportunity for council. to review that plan and <br />the operational plan at the same time. <br /> <br />Anderson stated he would be more comfortable doing it that <br />way than trying to design operational plans after the physical <br />portion is designed and built. <br /> <br />Although a citizen agreed with the cost savings, aesthetics, and <br />preservation of historical sites, he expressed concern with <br />the health and welfare of the swimmers and felt it would be <br />better to have the boat launch on the south end, on the point. <br /> <br />Page Ni ne <br />
