<br />Council Meeting Minutes <br />July 23, 1985 <br /> <br />Page Five <br /> <br />I <br /> <br />Blomquist stated that the planting of berms was a positive consid- <br />eration at the Planning Commission meeting. <br /> <br />Krueger stated that the alteration of the berm would be minor. If <br />a fence was a consensus of the Ninth Avenue residents to be a better <br />alternative, the City would work with J&B Auto, which would not re- <br />quire them to come back for approval. <br /> <br />Benke recalled that plantings were preferable to a fence during the <br />planning for J&B Auto. <br /> <br />Sue Roker, 490 Ninth Avenue N.W., presented the council with a peti- <br />tion from the residents of Ninth Avenue stating the reasons why the <br />residents would prefer a fence erected directly behind the American <br />Legion and J&B Auto; Harcus received the petition. <br /> <br />Benke asked, if the berm and plantings are to be eliminated, what <br />would be in their place and stated if there would be a fence, it <br />would be appropriate to have some plantings also. <br /> <br />Roker suggested planting burning bushes that change color with the <br />seasons. <br /> <br />I <br /> <br />In response to Harcus's question, Wells responded that J&B Auto <br />felt something could be worked out concerning the fencing if it <br />would not be too costly. <br /> <br />Harcus asked how the Legion would feel about the change; Hearne <br />stated there would be no problem as long as it did not get too <br />expensive. <br /> <br />Schmidt added there is sufficient concern and, if it is not a prob- <br />lem for the Legion, it would be a condition the council should <br />include. <br /> <br />Benke was concerned that the fencing would need to be resolved <br />with J&B Auto and expressed concern with the maintenance of the <br />fence along Ninth Avenue. <br /> <br />Al Dahms, 478 Ninth Avenue N.W., expressed concern about parking <br />on streets, especially during the wintertime, and the ability of <br />emergency vehicles to get through; recommended parking only on <br />west side of the street with a permit. Dahms further stated he <br />believes J&B Auto needs their parking spaces for trucks and cars <br />in need of service. <br /> <br />I <br /> <br />Benke stated his concern with the proposal was using the parking <br />lot to the maximum during peak periods with no prOVision for over- <br />flow. <br /> <br />Schmidt expressed concern for emergency vehicles being able to <br />maneuver. <br />
