Council Mi nutes
January 22, 1985

I

Sinda had nothing further to add to the staff report.

Iiiircus noted that,depending on how things fall, we mayor
may not have to do a lot of lobbying and/or monitoring.
He stated he would like to add an item to the current list:

G. Modifications to state superfund law. Legal opinion
on liability as it relates to development projects;
city's be exempt and new owner of property be exempt
from liabilities relating to clean-up.

Blomquist concurred that if a municipality is transferring
property, there should be some way the liability is limited.

Benke expressed concern about prioritizing the list, noting
our biggest effort will be monitoring the activities. Benke
asked if staff would be setting up a meeting with our legis-
lators.

Sinda indicated he would be setting up that meeting.

I

Benke suggested one-pagers be formatted for each issue indi-
cating our problems.

Sinda indicated the City Council will be getting something
from the Municipal Caucus at the next meeting.

Council concurred that the items be prioritized as follows:
(1) monitor local government aid and impacts on City of New
Brighton, monitor tax reduction plans and impacts on city,
monitor TTF/IRS legislation and impacts on city; (2) legis-
lation for state superfund bill will probably be modified
this year (monitor senate and house committee proceedings);
and (3) ask that legislation be introduced to remove New
Brighton Police Chief from civil service, work with LMC to
remove employees from ci vil servi ce when represented by a
union, and \1ork to remove unlimited liability from liquor.

I

Announcements and Updates

Legislative Action Conference (LMC/AMM) on January 29 and
30, 1985, at the St. Paul Radisson Hotel on Kellogg
Boulevard.
