<br />Council Minutes <br />March 12, 1985 <br /> <br />I <br /> <br />In response to Benke's question regarding a five-foot <br />right of way, Proper responded that we can look at the <br />possibility of underground utilities; NSP feels it would <br />be feasible to put the poles between the sidewalk and <br />the curbing; recommending the county go ahead and prepare <br />the plans on the basis of the cross-sections if the council <br />is comfortable with the designs, putting the sidewalk right <br />up to the curb; suggested a Fall improvement hearing when <br />drawings showinq curbing, sidewalk, etc. would be available <br />rather than holding another informational meetinq at this <br />time. <br /> <br />Benke felt it would be best to put the power lines under <br />ground, from both an aesthetic and a traffic safety pro- <br />spective. Benke asked if we could use MSA funds to go <br />underground with utilities. <br /> <br />Proper will check into that possibility; was thinking of <br />charging a minimal franchise fee which can be addressed <br />in the Fall. <br /> <br />I <br /> <br />Benke asked that we investigate that, as there are some posi- <br />tive advantages as to cost. Benke also felt, if it's not <br />too late, to do a similar review for the County Road D Project <br />as it is also loaded with power poles (unsightly and a traffic <br />hazard); perhaps we could use MSA funds for that project, too. <br /> <br />Schmidt asked for confirmation that the sidewalks could be <br />modified at the hearings; Proper responded affinnatively, <br />stating nothing would be approved until the hearings. <br /> <br />Schmidt stated that although there doesn't have to be a compro- <br />mise, some of the persons living there don't feel sidewalks are <br />entirely necessary all along the route. <br /> <br />proper indicated that. north of 14th Street, the sidewalk is <br />moved out five feet from the property line and felt it will <br />make a difference on the plans. <br /> <br />Janecek questioned the right-of-way to be acquired on the 14th <br />Street curve. Proper stated the map indicates the city would <br />acquire a crescent-shaped piece with a maximum width of ten <br />feet at the center. thereby saving a number of trees, and <br />making a sharper curve. <br /> <br />No one in the audience spoke to this issue. <br /> <br />I <br /> <br />Motion by Harcus. seconded by Janecek. to APPROVE THE NEW DE- <br />SIGN CROSS-SECTIONS AND 14TH STREET CURVE DETAIL FOR THE PURPOSE <br />OF PREPARATION OF A SET OF PRELIMINARY CONSTRUCTION PLAN DRAW- <br />INGS, AND TO RESEARCH MSA FUNDS AND THE COST OF UNDERGROUND <br />UTILITIES FOR THIS PROJECT AND THE COUNTY ROAD D PROJECT. <br /> <br />Page Two <br />
