<br />~,., ,JIiO..:"'- <br /> <br />Statement before the Council of the City of New Brighton, March 27, 1984 <br /> <br />Members of the City Council,! am Florence Myslajek, and I am here <br /> <br />on behalf of the members of the League of Women Voters of New <br /> <br />Brighton. <br /> <br />""1he League of Women Voters of New Brighton, and indeed Leagues all <br /> <br />over Minnesota and the United States, have for many years had a strong <br /> <br />interest in water quality. <br /> <br />Our local concern became one of our first <br /> <br />studies, and the League strongly supported the formation of the Rice <br /> <br />Creek Watershed District as a means to improve water quality. <br /> <br />We have <br /> <br />a national position of long standing on the issues surrounding the quality ot <br />our lakes and rivers. Last year our state League began a study of Minnesota <br />water rights and use, including the preservation and protection of groundwater, <br />with regional emphasis. <br /> <br />We have not studied the issue of stormwater drainage per se, nor <br /> <br />will I speak to the engineering aspects of the plan. <br /> <br />But becaLlse of <br /> <br />the potential effect on Long Lake and also because of our continued <br /> <br />interest in local parks, the League has taken time to review this <br /> <br />plan. <br /> <br />A committee of League members has reviewed the draft Stormwater <br /> <br />Management Plan and reported its findings to our Board of Directors. <br /> <br />The following statement was approved by the Board as representing the <br /> <br />views of the League: <br /> <br />First, we would like to commend the City for having the insight <br /> <br />and foresight to realize that good management of stormwater does not <br /> <br />occur automatically. <br /> <br />It must be planned in order to be sure that it <br /> <br />meets the city's goals. <br /> <br />We were impressed with the thoroughness of the study and its <br /> <br />detail. <br /> <br />We appreciate its consideration of the impact of stormwater <br /> <br />on surface water quality, particularly on the quality of Long Lake. <br /> <br />The report emphasizes the harm that can be inflicted on surface water <br />
