<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Minutes <br />April 24, 1984 <br /> <br />Proper had nothing to add to the staff report con- <br />cerning the request from the New Brighton Fire <br />Department to put up water ball equipment. <br /> <br />Motion by Schmidt, seconded by Blomquist, to APPROVE <br />THE INSTALLATION OF PERMANENT ANCHORS ON THE WEST <br />CITY GARAGE SERVICE ROAD FOR THE INSTALLATION OF <br />WATER BALL EQUIPMENT. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Egan reviewed staff report concerning the user <br />charges fDr the Water and Sewer Fund, addressing <br />the second-tier concept, and recDmmending 40,000 <br />ga11on-per-quarter limit. Egan stated that the <br />recommended $.95 per 1,000 gallons is a thirty-five <br />percent (35%) increase, but there would be no <br />change in current water minimum. Residents going <br />over the 40,000 gallons, would be charged $1.15 per <br />1,000 gallons. Egan noted that rates for commercial <br />water consumption would remain at $.95 per 1,000 <br />gallons for usage over 40,000 gallons per quarter. <br /> <br />Benke asked for clarification of difference between <br />pumping capacity and consumption capacity. Proper <br />indicated that demand is nDt constant through a 24- <br />hour period, so there is a time differential. <br /> <br />Egan noted that, if adopted, the date in the resolu- <br />tion should be changed from May 1,1984 to June 1, <br />1984 for the effective date of the resolution. <br /> <br />Motion by"biomquist, seconded by Janecek, to WAIVE <br />THE READING AND ADOPT THE RESOLUTION AUTHORIZING <br />USER CHARGES FOR THE WATER AND SEWER FUNDS. <br /> <br />Benke indicated that it would be helpful and fair to <br />give residents a complete explanation of the source <br />of the increase (operating cost plus water contamina- <br />tion) along with the fact that it is Dur hope to pay <br />back those costs some day. <br /> <br />Harcus asked that, in the explanation to residents, <br />the Metropolitan Waste Control Commission's charges <br />be identified. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Page Five <br /> <br />Water Ball Equipment <br />Report 84-105 <br /> <br />Water and Sewer Fund - <br />User Charges <br />Report 84-106 <br />Resolution 84-50 <br />
