<br />I <br /> <br />I <br /> <br />I <br /> <br />City of New Brighton <br />June 14, 1983 <br />Page Six <br /> <br />The Director of community Development reviewed <br />the RESOLUTION PROVIDING FOR THE ISSUANCE AND <br />SALE OF $1,400,000 GENERAL OBLIGATION TAX <br />INCREMENT BONDS OF 1983, SERIES A. <br /> <br />Motion by Blomquist, seconded by Barcus to <br />waive the reading and adopt a RESOLUTION <br />PROVIDING FOR THE ISSUANCE AND SALE OF $1,400,000 <br />GENERAL OBLIGATION TAX INCREMENT BONDS OF 1983, <br />SERIES A. <br /> <br />5 Ayes - 0 Nayes - motion carried <br /> <br />The Finance Director reviewed the staff report <br />regarding employee holdback. <br /> <br />Mr. Roland Miles, from Law Enforcement Labor <br />Services, was present to express the displeasure <br />of the police officers regarding the proposed <br />holdback. He also questioned whether a resolution <br />had been passed by the Council authorizing the <br />holdback. <br /> <br />Mayor Barcus responded that a resolution from the <br />Council authorizing the holdback, was not necessary <br />and that this was an administrative matter. <br /> <br />Mr. Miles, in closing, stated that he requested <br />the Council to direct staff not to implement the <br />holdback. <br /> <br />Councilmember Blomquist stated that this was a <br />good management tool (holdback) and that the <br />process had been democratic, more so than businesses <br />would normally handle it. <br /> <br />Motion by Schmidt, seconded by Blomquist to waive the <br />reading and hold the first reading of an ORDINANCE TO <br />AMEND CHAPTER 21 OF THE NEW BRIGHTON CITY CODE. <br /> <br />5 Ayes - 0 Nayes - motion carried <br /> <br />Mark Mathews, from Group W Cable TV was present <br />to discuss the difficulties being incurred in <br />locating a suitable location for a public <br />access studio in downtown New Brighton. <br /> <br />A discussion followed at which time it was <br />determined that no decision could be made until <br />other options were pursued for a suitable location. <br /> <br />RESOLUTION SETTING <br />SALE OF 1.4 Million <br />Dollar GSneral <br />Obligation Tax Inc. <br />Bond RESOLUTION # <br />83-72 <br /> <br />Employee Holdback <br />Report #83-165 <br />ORDINANCE # <br /> <br />Cable TV Public <br />Access studio <br />Discussion <br />
