<br />City of New Brighton <br />September 27, 1983 <br />Page Three <br /> <br />Ihe City Engineer reviewed the staff report <br />egarding the request by St. John the Baptist <br />chool to allow barricading of 3rd Ave. N.W. <br />n a permanent basis. <br /> <br />Barricading of <br />3rd Ave. N.W.- <br />St.John's School <br />Report #83-251 <br />RESOLUTION #83- 111 <br /> <br />Mr. Michael Shardlow, 117Q Pike Lake Drive, <br />representing the parents at St. John's, was <br />present and stated it was felt the same problem <br />existed now that existed in April of this year, <br />and would like to continue the process of <br />barricading 3rd Ave. N.W. from noon to 2:00 p.m. <br />on a permanent basis. <br /> <br />Councilmernber Blomquist questioned what kind of <br />barricades were being proposed. <br /> <br />The City Engineer responded that they would be <br />spaced so that cars would not be able to get <br />through from 12:00 - 2:00 and that they would <br />then be removed. <br /> <br />Councilmernber Benke stated the barricades should be <br />installed with the permission of the City Engineer <br />as there are certain standards that must be adhered <br />to; and that a permanent solution should be with the <br />lapproval of the City Engineer and Police Chief. . <br /> <br />Motion by Blomquist, seconded by Janecek to grant the <br />request to allow the barricading of Third Ave. N.W. <br />and to waive the reading and adopt a RESOLUTION CLOSING <br />THIRD AVENUE N.W. BETWEEN 8TH AND 9TH STREET N.W. TO <br />VEHICULAR TRAFFIC BETWEEN NOON AND 2:00 P.M. WHEN SCHOOL <br />IS IN SESSION. <br /> <br />The City Attorney stated he had checked with the City <br />Code to see if there was the authority given to the Council <br />to place the barricade, and that there was no such authority. <br />He further recommended that the Council direct staff to <br />prepare an ordinance to give the authority to place this <br />type of barricade, so that it would be enforceable by the <br />New Brighton Police Department. <br /> <br />Motion by Benke, seconded by Blomquist to amend the main <br />motion to include that an Ordinance be drafted to amend <br />Chapter 25, Section 25-1 of the New Brighton City Code <br />pertaining to closing of streets. <br /> <br />Vote on amendment - 5 Ayes - 0 Nayes - motion carried <br />1 Vote on main motion as amended - 5 1"yes - 0 Nayes - moti.on carried <br /> <br />The City Planner reviewed the staff report regarding SP-114-Zero Lot Line <br />a request for a special use permit for the develop- Development-Pehl <br />ment of twin homes with a zero lot line.
