I

I

I

City of New Brighton
October 26, 1982

J.:ubl ic lleari~
r-lr. Art Braun, Administrator for the Comprehensive
Medicdl Care P.A., was present to discuss their
request for an Industrial Development Revenue
Bond for construction of a New Brighton Medical
Center. Mr. Braun stated that they are proposing
to build a masonary and steel building with a
brick exterior that would be constructed as the
New Brighton Professional Building which would
house the New Brighton Medical Center. Mr. Braun
~tated that the financing for the project is being
I'rov idee! throuqh the First State Bank of New Brighton
and that in addition to the local financing they are
also working with Mark Clark from Clark Pharmacy
rcqardinq his occupation of the new buidling. Hr.
Braun noted that they currently have approximately
5,000 patients from this qeneral area and that they
are seeking to provide medical care to their patients.

New Brighton Medical
Center IORB
Report No. 82-256
7:35 - 8:03

Councilmcmber Janecek asked if there would be space
fur additional professional services within the
lJuilding.

Mr. Draun indicated that there was space that would
be available for other uses but that at this point in
time the only other use contemplated is Clark Pharmacy.

Dr. Michael Clifford noted that he was in private
practice just two blocks from the proposed locatiion
dncI that he had mixed feelings regarding this development.
Dr. Cli f ford stated that on one hand that he fel t that
the development of the clinic would be good for the
development and growth of the downtown area as well as
the City as a whole. HO\'lever, Dr. Clifford indicated
that he also felt threatened by the development and
questioned whether bigger was actually better in terms
of providing quality health care. Dr. Clifford stated
that a clinic of the size proposed has a tremendous
advantage in terms of their advertising .ability and therefore
it makes it very difficult to compete on an equal basis.
Dr. Clifford finally indicated that he was surprised at
the size of the project proposed and stated that he
yucstioned whether the demand was actually present for
this facility. Dr. Clifford stated that this development
Hlay be very positive for both himself and the clinic,
however, the unknown caused him great concern.

Nayor HarCllS stated that he could understand Dr. Clifford's
concern, yet he stated he felt his practice and the clinic's
would each develop their own niche in providing medical
services.

-2-
