<br />while both Mr. Worden and Mr. Chapman had
<br />expressed a Concern for the rezoning making
<br />the existing asphalt plant non-conforming, the
<br />proposed rezoning to 1-3 would create no change
<br />in the status of the asphalt plant as that plant
<br />is currently a non-conforming use in the 1-2 District.
<br />
