Comnission funds may be expended by the Catmission in <br />accordance with the procedures established by law for the expeooiture of funds <br />by MiMesota statutory Cities. Orders, checks and drafts nust be signed by any <br />two of the officers. Other legal instruroonts shall be executed with authority <br />of the Camtission, by the chair and treasurer. Contracts shall be let <br />and plrchases made in accordance with the procedures established by law for <br /> <br />MiMesota statutory Cities. <br />Section 3. The financial contributions of the m:mIbers in support of <br />the Comnission shall be in the same proportion as the members I votes on the <br /> <br />Comnission in accordance with the annual budget of the Camlission. The annual <br /> <br />budget shall establish the oontr ibution of each nember for the ensuing year and <br />a timetable for the payment of said rontribution. At such time as the first <br /> <br />annual franchise fee is paid to the member cities, the CaImission may reevaluate <br />the prqx:>rtion of the contributions to the Carmission. The remainder of any <br /> <br />franchise fee paid to the member by Grantee shall be used for cable-related <br /> <br />expenses. prior to the oollection of franchise fees adequate to rover expenses, <br />the Grantee, as a prepayment of the initial franchise fee shall reimburse mam- <br />bers and the Cannission for all cable-related expenditures. <br /> <br />Section 4. A proposed bJdget for the ensuing calendar year shall be <br />formulated by the Carmission and submitted to the members on or before August 1. <br />Such budget shall be deemed awroved by a trember unless, prior to October 15 <br />preceding the effective date of the proposed bJdget, the member gives <br /> <br />notice in writing to the Cannission that it is withdrawing fran the Cam\ission. <br /> <br />Final action adopting a tudget for the ensuing calendar year shall be taken by <br /> <br />the Comnission 00 or before Noveaber I of each year. <br /> <br />Section 5. Any member may inspect aIXl cr::JfJY the Camdssion books and <br />reoords at any an::1 all reasonable times. All bcx:>ks and r~rds shall be kept in <br /> <br />-8- <br />
