That the Planning Commission, pursuant to published and mailed notices, <br />held a public hearing on February 16, 1982, on the preliminary PRO, <br />all person's present at the hearing were given an opportunity to be <br />heard. <br />3. That the City Council, pursuant to published and mailed notices, held <br />a public hearing on the preliminary plat on February 25, 1982, all <br />person's present at the hearing were given an opportunity to be <br />heard. <br />4. That the property is zoned R-2, Two Family Residential; <br />2. That the. proposed development ;s €onsistent with the type, density, <br />height and bulk of surrounding la~ds, the zoning ordinance and <br />proposed Comprehensive Plan; <br />3. That the proposal is consistent with the stated purposes of the PRD <br />ordinance as it makes the most efticient use of land and open space; <br />4. That the proposed development would not be detrimental to public <br />health, safety, morals and generate welfare of the surrounding area; <br />and . <br />5.
