<br />! <br /> <br />Ordinance No. 703 <br />State of Minnesota <br />County of Ramsey <br />City of New Brighton <br /> <br />An interim Ordinance relating to temporary signs on Silver Lake Road; amending Ordinance <br />.698 and New Brighton City Code Section 9-140. <br /> <br />The City Council of the City of New Brighton Ordains as follows: <br /> <br />.1. BACKGROUND <br /> <br />1.1 Silver Lake Road in the City of New Brighton is currently under construction in two <br />phases from Interstate 694 to County Road H. <br /> <br />1.2 Phase I reconstruction shall be the commercial parcels abutting Silver Lake Road between <br />Interstate 694 and 15th Street NW <br /> <br />1.3 Phase II reconstruction shall be the commercial parcels abutting Silver Lake Road <br />between 15th Street NW and County Road H. <br /> <br />1.4 Businesses located adjacent to Silver Lake Road are experiencing a disruption of business <br />activities due to the road reconstruction project. <br /> <br />1.5 The impact on business activities can be mitigated by authorizing the erecting and <br />maintaining of temporary signs during the construction period, without significant impact <br />on the surrounding neighborhood. <br /> <br />1.6 The "reconstruction period" coincides with construction activity that reduces the amount <br />of traffic on Silver Lake Road NW. <br /> <br />II. TEMPORARY SIGNS <br /> <br />2.1 For Phase I, businesses located within the area described in Section 1.2 adjacent to Silver <br />Lake Road shall be allowed one temporary sign until the Completion of Phase I. <br /> <br />2.2 For Phase II, businesses located within the area described in Section 1.3 adjacent to Silver <br />Lake Road shall be allowed one temporary sign from the start of Phase II construction until <br />the end of the reconstruction period. <br /> <br />2.3 The start and end of the "reconstruction period" shall be determined by the Director of <br />Public Warks. <br /> <br />2.4 The approval of a temporary sign during the reconstruction period shall not count in the <br />total oftemporary signs for the year as allowed by the Code. <br /> <br />2.5 Temporary signs may be used to alert motorists and pedestrians of business activity during <br />construction, but shall not advertise products. <br /> <br />III. EFFECTIVE DATE, EXPIRATION <br /> <br />3.1 The end of Phase I construction shall be determined by the Director of Public Works. All <br />temporary signs within the Phase I zone shan adhere to the regular requirements ofthe <br />zoning code. <br /> <br />3.2 The Phase II construction shall commence at a date determined by the Public Works <br />Director.
