General Conditions, ~~ 21-1--21-34 <br />Article 2. Compensation Plan, ~~ 21-35--21-53 <br />Article 3. Employee Benefits, ~~ 21-54--21-69 <br /> <br />Article 1. General Conditions <br /> <br />~ j <br /> <br />Sec. 21-1. Intention. <br /> <br />The provisions in this Chapter are unilaterally created and implemented by the City and are <br />intended to serve only as guides for employment. The policies are not contract terms or <br />conditions of employment and shall not be regarded as or construed as contractual provisions. <br /> <br />As guides, the provisions may be changed at any time at the sole discretion of the City. The <br />provisions shall not be interpreted as creating anything other than an at-will employment setting <br />wherein the employee may terminate employment at any time for any reason and the City may <br />terminate the employee at any time for any reason. <br /> <br />Sec. 21-1.1. Purpose. <br /> <br />The purpose of this Chapter is to: <br /> <br />(]) Establish uniform and equitable policies governing the relationship between employees and <br />the City. <br /> <br />(2) Define the rights and responsibilities of the City and its employees. <br /> <br />(3) Give fair and equal opportunity to all qualified persons to be employed by the City on the <br />basis of merit and fitness. <br /> <br />(4) Aid and guide in the administration of a comprehensive personnel system. <br /> <br />Sec. 21-1.2. Previously Accrued Benefits. <br /> <br />All employees who had accrued sick leave and vacation prior to July 22, 1986 shall maintain all <br /> <br />21-1 <br />
