RESOLUTION MAKING FINDINGS OF FACT AND DISSOLVING THE HOUSING <br />i; AND REDEVELOPMENT AUTHORITY IN NE~~ BRIGHTON, MINNESOTA <br />Ii <br />Ii WHEREAS, the City Council adopted a resolution #1409 <br />If on August 27, 1974 declaring a need for a Housing and Redevelop- <br />II ment AiJlthori ty, and <br />b <br />n <br />.1 ~~HEREAS, in Resolution #1409 the Council ,found, determined <br />;i and decl ared that: <br />~ ~ <br />" <br />p <br />p <br />r <br />\1 <br />~ l <br />I, <br />I'. <br />" <br />i <br />L <br />;:; <br />,I <br />'i <br />I. <br /> <br />1. There exists in New.BrightQn~ Minnesota, substandard <br />or blighted areas which canno,t be redeveloped without <br />the assistance of government~ <br />2. Adequate housing accommodations are not available to <br />veterans and $~rvicement an~ t~eir families; <br />3. There is a shortage of decent, safe, and s~nitary <br />dwelling accommodations available to persons of low <br />income and their families at rentals they can afford. <br /> <br />il <br />H WHEREAS, the New Brighton Housing and Redevelopment Authority <br />11 subsequently prepared a redevelopment plan, and <br /> <br />:} <br /> <br />\;,' WHEREAS, the City Council, after consideration at a publiC <br />II hearing, denied the redevelopment, and <br /> <br />l'i <br />I, <br />i' <br />Ii <br />! <br />II <br />I <br />II <br />\1 <br />'I <br />; ~ <br />n <br />I' <br />II <br />, <br />d <br />H <br />I! <br />I! <br />II <br />1l <br />II <br />Ii <br />(I <br />! ~ <br />11 <br />i! <br />!I <br /> <br />WHEREAS, the City Council has continued efforts to redevelop <br />certain areas of the City where the above noted conditions <br />exist, and <br /> <br />WHEREAS, the City Council has considered alternatives to <br />implementing administratively the redevelopment efforts, and <br /> <br />WHEREAS, the City Council has designated certain areas as a <br />municipal development district under the Chapter 472A Minnesota <br />Statute legislation. <br /> <br />NOW THEREFORE BE IT RESOLVED, that the New Brighton City <br />Council makes the following Findings of Fact: <br /> <br />1. That the conditions or needs declared by the New Brighton <br />C i t Y Co u n c i 1 i n res 0 1 uti 0 n # 1 40 9r e gar din g substandard <br />or blighted areas and the shortage of decent, safe and <br />sanitary affordable housing still exist'and sanitary <br />affordable housing still exist. <br />2. That the use of Chapter 472A Minnesota Statutes, Municipal <br />Development Districts, is determined to be the most <br />~ppropriate mechanism for the redevelopm~nt of certain <br />areas in New Brighton. <br /> <br />Ii <br />H BE IT FURTHER RESOLVED, that the Housing and Redevelopment <br />i!
