Ordered the reconstruction of lOth Street from 1-694 <br />to approximately 3rd Avenue. <br />b. Rezoned the area known as downtown New Brighton from <br />a B-3 zoning classification to a B-4 downtown business <br />district classification. <br />c. Created a Municipal Development District pursuant to <br />Chapter 472A Minnesota Statut~s. <br />d. Created an Advisory Board. the majority of wln,,icb <br />members were either owners or tenants of property within <br />the Development District. The function of the Advisory <br />Board was to advise the Council on all events releY~nt <br />to the Development nist~ict. <br />e. Adopted a Development Program Plan in March, 1980 <br />for the Development District, after consultation with <br />the Advisory Board and after a public hearing that was <br />noticed by publication in the New Brighton Bulletin. <br />f. Adopted a Downtown General Development Plan on August 5, <br />1980 after consultation with the Advisory Board and <br />after a public hearing duly notified by the New Brighton <br />Bulletin. <br />g. Advertised for and received development proposals for <br />the redevelopment of downtown New Brighton. <br />h. Entered into a Joint Planning Agreement 6n January 13, <br />1981 with Kraus-Anderson Development Corporation for <br />the purposes of redeveloping downtown New Brighton. <br />The Joint Planning Agreem~nt has subsequently been <br />extended for a period of 90 days. <br />i. Received a Downtown Development Plan, prepared jointly <br />by the Advisory Board and Kraus-Anderson Development <br />Corporation, and held a public informational meeting on <br />June 23. 1981. Everyone present at this public <br />informational meeting was given an opportunity to be <br />heard. No one spoke in opposition. <br />j. Held a public hearing on July 23, 1981 to consider the <br />Downtown Development Plan and a Tax Increment Financing <br />Plan. All present were given an opportunity to be <br />heard. No one spoke in opposition to the Downtown <br />Development Plan. <br />k. Have made efforts to work with all existing businesses <br />and property owners within the downtown Development <br />District including; personal meetings; articles and <br />public notices in the New Brighton B~lletin. Minneapolis <br />Star and St. Paul Dispatch; mailed notices of meetings; <br />numerous Advisory Board meetings and Council meetings; <br />articles in the City Hall Newsletter; presentations <br />before civic and business organizations such as the <br />League of Women Voters, the Rotary Club, and the North <br />Suburban .Chamber of Commerce New Bri ghton Di vi sion. <br /> <br />I! <br /> <br />'I <br />II <br />II <br />l' <br />II <br />I; <br />II <br />\1 <br />! <br /> <br />! <br />! <br /> <br />I <br />! <br />I <br />i <br />I <br />
