<br />ARTICLE II. DOGS <br /> <br />Sec. 6-16. Confinement. <br /> <br />A. No person having the custody or control of any dog or animal of the dog kind shall <br />permit the same to be on any unfenced, privately owned land without being effectively <br />restrained from beyond such unfenced land, nor shall any person having the custody or <br />control of any dog or animal of the dog kind permit the same at any time to be on any <br />street, public park, school grounds or public place without being effectively restraihed <br />by-a CHAINED or LEASHED. not eA!""c;c.ding eight (8) feet In length. <br /> <br />B. NO CITATION WILL BE ISSUED BY THE CITY UNLESS IT IS SHOWN TO THE <br />ISSUING OFFICER THAT AN INDIVIDUAL, OR SOMEONE ACTING ON THEIR <br />BEHALF, HAS GIVEN NOTICE TO THE OWNER OR KEEPER OF THE DOG <br />THA T THE DOG HAS NeT BEEN RESTRAINED AT LARGE ON AT LEAST <br />ONE PRIOR OCCASION OR UNLESS THE ISSUING OFFICER OBSERVES THE <br />ANIMAL NOT BDINC RESTRAINED AT LARGE. <br /> <br />Sec. 6-17. Cleanup. <br /> <br />Any person having the custody or control of any dog shall: <br /> <br />A. Not permit the dog to be on public property or the property of another without having <br />in their immediate possession a device for the collection and removal of feces and a <br />container for the transport of the feces to a proper receptacle. <br /> <br />B. Remove feces left by a dog on public property or the property of another to a proper <br />receptacle located on the custodian's property or that of the dog owner, except that <br />droppings in a park may be placed in an outside park trash container. <br /> <br />C. The provisions of this section shall not apply to guide dogs accompanying a blind <br />person or to a person with dogs engaged in search or rescue activities. <br /> <br />See 6-18. Howling and Barking. <br /> <br />It shall be unlawful for any person to own, keep, have in his possession, or harbor any <br />dog which, by frequent and habitual howling, yelping, barking or otherwise shall cause serious <br />annoyance or disturbance to persons or to the neighborhood; provided, that the provisions of <br />this section shall not apply to duly authorized hospitals or clinics conducted for the treatment <br />of small animals. <br /> <br />Sees. 6-19 - 6-44.
