No billboard shall be erected within the city unless a <br />permit has been issued for erection of such billboard prior to the effective <br />date of this ordinance. <br /> <br />(b) Existin~ Billboards. Billboards that have been erected prior to the <br />effective date of this ordinance, or for which a permit has been issued for <br />erection prior to the effective date of this ordinance, are hereby deemed a <br />nonconforming use. <br /> <br />Section 8. New Brighton City Code, Appendix A, Section 9-170, paragraph <br />(b) is amended as follows: <br /> <br />(b) Nonconforming permanent signs lawfully existing at the time of adoption <br />of this ordinance shall be allowed to continue in use, but shall not be rebuilt, <br />if the sign is destroyed by any means to an extent of fifty (50) percent or <br />more of its value, altered other than to change the message, or relocated <br />without being brought into compliance with the requirements of this <br />ordinance. After a nonconforming sign has been removed, it shall not be <br />replaced by another nonconforming sign. <br /> <br />Section 9. New Brighton City Code, Appendix A, Section 9-180 is amended <br />as follows: <br /> <br />Sec. 9-180. Non-Commercial Opinion Signs in Commercial and Industrial <br />Districts. Any single sign or signable area permitted on a site which is <br />devoted to any commercial or industrial use (whether as a permitted use, <br />accessory use, conditional use, or non-conforming use) may be used, in lieu <br />of other signage permitted under this Chapter, as a Non-Commercial Opinion <br />Sign. In addition to such sign, any permitted billboard may be used as a Non- <br />Commercial Opinion Sign. Non-Commercial Opinion Si~ns in commercial or <br />industrial districts on a site which is not devoted to any commercial or <br />industrial use (whether as a permitted use, accessory use, conditional use, <br />or nonconformin~ us) shall be placed only upon approval of the property <br />owner, shall not exceed 15 feet in height, and shall be no closer than 500 feet <br />from any Residential District Line, 20 feet from a right of way line, 150 feet <br />from a nonresidential structure, or 500 feet from a residential structure. <br /> <br />Section 10. New Brighton City Code, Appendix A, is amended by adding a <br />new Section 9-190 as follows: <br /> <br />Sec. 9-190. Election Year Exemption.
