<br />.,;~ <br /> <br />..,. <br /> <br />,. <br /> <br />... <br /> <br />FESOLUTION NO. 2307 <br /> <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br /> <br />RESOLUTION DECLARING INTENT TO BECOME AN ENTITLEMENT AREA. <br /> <br />WHEREAS, The Justice System Improvement Act (JSIA) reauthoriz s <br />and restructures the Federal assistance program to State and local <br />governments for criminal justice improvements; and <br /> <br />WHEREAS, Under the JSIA formula grants are authorized to <br />State and local governments to carry out programs of proven or <br />likely effectiveness in improving criminal and juvenile justice; <br />and <br /> <br />WHEREAS, Larger units of local general government, including <br />combinations, are eligible to receive a specific portion of Part <br />D monies and to set priorities for the use of those funds based <br />on their analysis of their crime and criminal justice problems; an <br /> <br />WHEREAS, Jurisdictions eligible and electing to apply for <br />such grants are termed "entitlements" areas; and <br /> <br />WHEREAS, Status as an "entitlement" area under the JSIA means <br />(a) certainty of receiving a specified portion of the states' <br />total allocation of Part D funds contingent of submission of an <br />approved application; (b) significant autonomy over the use of <br />those funds, and (c) responsibility to meet requirements of <br />Federal and State law and regulations; and <br /> <br />'. WHEREAS, A combination of local governments qualify as an <br />"entitlement area if it has a total population of 100,000 persons <br />and would receive at a minimum $50,000 in Part D funds; and <br /> <br />~VHEREAS, The city of St. Paul, Ramsey County and any or all <br />of the suburban municipalities of Ramsey County in combination <br />qualify as an entitlement area; and <br /> <br />WHEREAS, The City of New Brighton is committed to coordinated <br />criminal justice planning efforts to identify problems, to set <br />priorities, and to develop criminal justice system improvement <br />programs. <br /> <br />THEREFORE BE IT RESOLVED, the City of New Brighton hereby <br />:, declares its intention to combine with the City of St. Paul, <br />Ramsey County and any or all suburban municipalities of Ramsey <br />County pursuant to the provisions of the JSIA to become a com- <br />bination "entitlement" area. <br /> <br />Adopted this <br />(SEAL) <br /> <br />, 1980. <br /> <br />27th <br /> <br />day of <br /> <br />F.~bruary <br /> <br />~ -,,'-A<r'I'Es'r: <br /> <br />.' .0 /', "i/1 'l <br />'/?f>I")'Y,--rI Lc./ "(:~-PA"\. / <br />,James W.
