<br />3. The City and the Developer mutually agree to <br />assist each other in developing a plan for the <br />redevelopment of the identified area. <br />4. The Developer shall within days of the date <br />of this agreement prepare a detailed design proposal <br />showing the location, size and nature of his proposed <br />development. This shall include floor layouts, <br />renderings, elevations and other graph or written <br />explanations of the proposed development. The <br />design proposed is to be accompanied with a proposed <br />schedule of the starting and completion of all phases <br />of development. Upon completion of the design <br />proposal, it shall be transmitted for approval to <br />the City Council who will seek advice and consultation <br />of the city Planning Commission, Downtown Advisory <br />Board, and other interested public bodies prior to <br />approval. The City Council shall have the right to <br />accept or require modifications of the design proposal <br />prior to their approval. <br />5. The Developer shall within days of the date <br />of this agreement prepare a financing plan in a form <br />acceptable to the City, clearly showing his ability <br />to financially undertake the proposed construction. <br />The level of detail of the financial plan required <br />by the City of the Developer shall depend on the <br />extent that the Developer requires City participation <br />in facilitating his project and applicable guarantees <br />posted by the Developer to demonstrate his ability to <br />consurnate the proposed project. <br />-1- <br />
