<br />'" <br /> <br />yJii <br /> <br />I- <br />~' <br /> <br />N <br /> <br />RESOLUTION NO. 2296 <br /> <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br /> <br />...........~ <br /> <br />1 <br />; I <br />! <br /> <br />......"', <br /> <br />RESOLUTION IMPLEMENTING CHAPTER 472A, MINNESOTA STATUTES REGARDINGl <br />THE CREATION OF A MUNICIPAL DEVELOPMENT DISTRICT. <br /> <br />WHEREAS the City Council is interested in redeveloping the <br />area known as old downtown New Brighton, <br /> <br />WHEREAS landowners, developers, civic organizations and <br />citizens have expressed interest in the redevelopment effort, <br /> <br />WHEREAS on May 22, 1979, the New Brighton City Council <br />,received Report No. 79-397 from the City Manager regarding the <br />:redevelopment of downtown New Brighton, and took Council action <br />'to expand on earlier efforts at the redevelopment of downtown, <br /> <br />WHEREAS the City staff has completed a staff report dated I <br />November 20, 1979 recommending certain Council action to cUlminate/' <br />in an approved development plan for downtown New Brighton, <br />I <br />WHEREAS the City Council has rezoned the area known as downto~n <br />New Brighton from a B-3 zoning classification to a B-4 downtown I <br />business district classification, i <br />t <br />WHEREAS the City Council has taken the additional positive <br />'steps to redevelop the downtown: <br /> <br />a. Ordered the reconstruction of lOth Street from 1-694 <br />to approximately 3rd Avenue. <br />b. Authorized the advertisement for bids to demolish build- <br />ings within the lOth Street right-of-way. <br />c. Received and discussed a staff report dated August 27, i <br />1979 regarding the potential relocation and new con- I <br />struction of a new municipal liquor store within downtown I <br />New Brighton. I <br /> <br />I <br />I <br />at the City Council meeting of January 22, 1980, and at a Council I <br />workshop meeting on January 31, 1980, those alternatives being tl <br />'use of the City Housing and Redevelopment Authority versus creatio <br />, of a Municipal Development District using Chapter 472A Minnesota <br />Statutes, I <br /> <br />WHEREAS on January 22, 1980, the City Council directed the I <br />staff to publicize the intended redevelopment process using Chapte~ <br />472A Minnesota Statutes, and to advertise for Advisory Board ! <br />members for the purpose of creating a development district, and I <br />preparing a development plan for downtown New Brighton, ! <br />! <br />THEREFORE BE IT RESOLVED that the Council makes the following I <br />findings: I <br />! <br />1. That the use of Chapter 472A Minnesota Statutes, Municipai <br />Development Districts, is determined to be the most I <br />appropriate mechanism for the redevelopment of downtown I <br />New Brighton. <br />2. That the City Manager is designated as the development I <br />district administrator in accordance with 472A.IO I <br />, <br />Minnesota Statutes. ! <br /> <br />WHEREAS the City Council has considered the alternatives to <br />,.implementing administratively the downtown redevelopment effort <br />
