<br />OF THE NEW BRIGHTON CITY CODE,

<br />THE CITY (X)UNCILOF THE CITY OF NEW
<br />BRIGHTON ORDAINS:
<br />That the City Code of Ordinances is amend-
<br />ed by adding new Sections 2~140,1to 2.140.9
<br />as follows:
<br />DIVISION 7. CABLE ADVISORY COMMITTEE
<br />Sec. 2-140.1. Establishment. The Cable Ad.
<br />visory Committee in and'for the City is heteby
<br />established.
<br />Sec. 2-140.2. Purpose. The Cable Advisory
<br />Committee shall have as itspurpoQ to proVide
<br />feedback to ,the city council and city manager's
<br />office that improves quality of municipal pro-
<br />gramming (currently chllnneI16)andtext; 10
<br />produce or borrow programming of interest to
<br />broadcast to municipal channel 16 viewers; and
<br />to increase awareness of municipal channel 16
<br />offerings to New Brighton residents,
<br />, Sec. 2-140,3. Duties and Responsibilities.
<br />The duties and responsibilities of the commit-
<br />tee shall be:

<br />and city manager's officii that improves quali-
<br />ty of municipal programming (channel 16) and
<br />text:
<br />(i) through random and systematic viewing of
<br />channel offerings;
<br />(ii) through COmmunity surveyor call-in
<br />techniques;
<br />(iii) through comparisons with ofher municipal
<br />channel offerings; and
<br />(iv) by seeking technical advice on sound,
<br />lighting, or production techniques,
<br />, (b)To produce or borrow programming of In-
<br />terest to' broadcast to municipal channel 16
<br />viewers by:
<br />(i) identifying opportunities to share program-
<br />ming among' other municipal producers or
<br />public agencies; and .
<br />(ii) producing programming with the
<br />assistance of New Brighton and North Suburbs
<br />Community Television 'staff, equipment,
<br />facilities, and vOlunt"(8,.'
<br />(e) to Increase awar$hess of municipill chan-
<br />nel 1 6 offerings 10 New Brlghloh Httlsktents
<br />through;
<br />(i) mark~ing municipal channel programm-
<br />ing; and
<br />(ii) Inoreaslng awareness of the municipal
<br />channel medium as a way to get information to
<br />viewers.
<br />(d) To study, evaluate and report to the coun-
<br />cil on' such other matters relating to cable ,televi-
<br />sion as may be referred to it by the council.
<br />Sec. 2-140.4. Composition and Appointment.
<br />The committee shall be composed of not more
<br />m__fl'lelTlbers a~ted'by a ~,
<br />of the council.
<br />Sac, 2-140.5. Terms of Office. Members of
<br />, the committee shall seMI two year tenns. The
<br />; ellpiration date of each of the, tenns shall be
<br />December 31 Of the year indicated below: The
<br />terms of three (3) of the initial committee
<br />members shall expire in 1993; the terms of four
<br />(4) of the initial committee members shall ex-
<br />Pire in 1994: and thereafter 'for two year terms.
<br />Upon the expiration of a tenn o~ office, a
<br />member shall continue tQ IerYe until the
<br />mem~'s succ:easor is appointed and qualifies,
<br />Sec. 2.140,8, Removal. Any member of the
<br />cable advisory committee maybe 'f8IllOved
