SPECIAL CIRCUMSTANCES. <br /> <br />a) Proof of Parking for Delayed Construction. The City may approve a proof- <br />of-parking plan which proposes to install initially only a portion of the <br />requi red parki ng, but whi ch demonstrates that the full compl ement of <br />required parking could be installed on the property within Ordinance <br />standards at a later date as determined by the City. <br /> <br />b) Condition of Proof of Parking. The' following condition shall apply in all <br />instances where proof of parking is permitted. <br /> <br />1. A legal instrument, satisfactory to the city attorney as to form and <br />manner of execution, shall be executed by the parties concerned for a <br />. proof-of-parking agreement filed with the city clerk and recorded among <br />the land records of Ramsey County. <br /> <br />c) Ridesharing and Car Pooling <br /> <br />The City recognizes the benefit of ridesharing and car pooling, therefore, <br />any organization or business which encourages its employees to rideshare <br />or offers car pooling to its employees, may submit a proof-of-parking plan <br />to the City for approval per Section 11-040 a). <br /> <br />d) Other Uses. Other uses or unique circumstances not specifically mentioned <br />here shall be determined on an individual basis. Factors to be considered <br />shall include size 'of building, type of use, number of employees, peak <br />demand hour, expected volume and turnover of customer traffic and expected <br />frequency and number of delivery or service vehicles. The applicant shall <br />'be responsible for collecting, assimilating and presenting the data in <br />support of the request all documented to the City's satisfaction. <br /> <br />e) Joint Facilities. The City may approve a special use permit for one (1) <br />or more businesses to provide the required off-street parking facilities <br />by joint use of one (1) or more sites where the total number of spaces <br />provided is less than the sum of the total required for each business, if <br />they provided them separately. The City shall not approve such a permit <br />unless the following conditions are found to exist: <br /> <br />1. No more than fi fty percent (50%) of the parki ng facil i ties requi red for <br />a theater, bowl i ng all ey, dance hall, bar or restaurant may be suppl i ed <br />by the off-street parki ng facil i ti es provi ded by types of uses <br />specified as primarily daytime uses in subparagraph (4) below. <br /> <br />10 <br />
