Rules and Definitions is hereby amended to add the following: SECTION 2-63 Amusement Center An amusement center means a business/principal use devoted primarily to the operation of electronic amusement devices or games and open for public use and participationo SECTION 6. Chapter 15, Licenses of the City Code is hereby amended to add the following Article XI: ARTICLE XI. ELECTRONIC AMUSEMENT OEVICE OR GAME SECTION 15-300. Purpose The purpose of this article is to regulate electronic amusement devices or games. SECTION 15-305. Definitions - Electronic AmusemBnt Device or Game. A mechanical or electrical amusement device or machine which, upon the insertion of a coin. token or plug, operates or may be operated or used for a game, contest, or amusement of any description and which contains no pay-off in money, coins, checks or merchandise other than a free game(s) at the same machine. Said item includes pinball machines; miniature pool tables; bowling machines; shuffleboards; electric rifle or gun games; minature mechani- calor electrical games patterned after base- ball, football, basketball, hockey, SOCCBr or similar games; electric word and test games; and electric video games of sports, words or aptitude used solely for amusement and not as gambling devices. This term does not include juke boxes or food vending machines. SECTION 15-310. License Required. No person shall operate or rent, lease, or otherwise make available to another person to operate within the City of New Brighton a mechanical amusement device, as herein before defined, without first obtaining both an owners license and also a machine license therefor from the City Clerk, but no such license shall be issued for any machine or device which is a gambling device. SECTION 15-315. Application. Every application for such license shall state the description and name of the mechancial amusement device for which license is to be issued, the place where the device is to be maintained and used, the place of residence of the applicant, to whom the dev;ce(s) are leased, rented, etc., and such other informa- tion as the City Clerk shall require.
