It is hereby ordained by the Council of the City of New <br />;i Brighton as follows: <br />:j <br />Ii Section 1. That the Code of Ordinances of the City of New <br />"Brighton, State of Minnesota, is hereby amended by adding thereto <br />, the following sections, to-wit: <br /> <br />! <br />! <br />i <br />I <br />I <br />! <br />I <br /> <br />PURPOSE. The purpose of this advisory committeel <br />( shall be to study changes and improvements in municipal services; t" <br />;1 to study the need and priority for capital improvements; to monito <br />the relationship of New Brighton to other suburban communities i <br />': and the metropOlitan area; to plan, organize, and direct an annual: <br />',:;,: Community Leaders Workshop including following up on recommendatio*s <br />, that may be suggested at the Workshop, and to study other matters ' <br />pertinent to the operation or development of New Brighton. <br /> <br />, <br /> <br />ESTABLISHMENT. The Citizens Study Committee \00. ., <br />:) in and for the city is hereby established. f' <br /> <br />, <br /> <br />i ~ <br /> <br />DUTIES AND RESPONSIBILITIES. The duties and <br />responsibilities of this committee shall be as described in <br />Section 2, PURPOSE. Issues to be studied shall be undertaken by <br />Ii the committee only upon direction of the City Council and all <br />,I findings and recommendations from any study shall be submitted <br />1; to the. City Council in report form. <br /> <br />COMPOSITION AND APPOINTMENT. The Committee <br />be composed of not more than nine (9) members to be appointed <br />by a majority of the city Council. <br /> <br />~ <br />! <br />I <br />i <br />shall <br /> <br />I <br />I <br /> <br />TERMS OF OFFICE. Members of the ,Citizens Study <br />Committee shall be appointed for two-year 'terms . IJ:'he, expiration <br />date of each of the terms of members shall be December 3l with <br />five (5) memberls term.expiring December 3l, 1979 and four (4) <br />member's term expiring on. December 31, 1980. Members sHocessors <br />:' shall be appointed for two-year terms. Vacancies shall be filled <br />:: by the City Council for the unexpired portion of the term. Upon <br />the expiration of the term of office, a member shall continue to <br />;~ serve until his successor is appointed and shall have qualified. <br />n <br />\ ~ <br />; ~ <br /> <br />REMOVAL. Any member of the Citizens Study <br />p Committee may be removed from office by a four-fifths (4/5's) <br />, vote of the City Council. <br /> <br />COMPENSATION. Members of the Citizens Study <br />committee shall serve without comp.ensation. <br /> <br />CITY COUNCIL REPRESENTATION. The City Council <br />i may appoint one of its members as an ex officio member of the <br />,: committee for a term of one year.
