Statementpf Purpose. It is the intent and pur- <br />pose of the City Council to establish interim regulations to ''', <br />restrict or prohibit development which is inconsistent with the <br /> <br />proposed Comprehensive Land Use Map and Housing and Redevelopme1;1t <br /> <br />'Authority proposed Land Use Map in order to preserve the integrity <br /> <br />and effectiveness of the comprehen,sive planning process. This is <br /> <br />necessary to complete the return of comments from adjacent <br /> <br />communities and affected governmental units including the Metro- <br /> <br />politan Council. <br /> <br />Section 2. Regulations and Prohibitiqns. <br /> <br />From and after <br /> <br />the effective date of this ordinance nO permits shall be issued <br /> <br />or construction occur on any property designated on the attaChed <br /> <br />map as an area of land use conflict, which is marked Exhibit "A" <br /> <br />and made a part hereof, unless a permit has been issued or has <br /> <br />been authorized by the Council prior to the effective date of <br /> <br />this ordinance, no application shall be accepted by the Adminis- <br /> <br />tration nor considered by the Council for any of the fOllowing: <br /> <br />l. Grading <br />2. Filling <br />3. Excavating <br />4. Plats <br />5. Minor Subdivisions <br />6. PROs <br />7. Rezonings <br />8'. Variances <br />9. Special Use Permits <br />10. Non-Conforming Use Permits <br /> <br />when the subject property lies within an area designated as an <br />area of land use conflict in accordance with Exhibit ~A"., <br />
