That the Code of Ordinances of the City of Nev..r Brighton, ~ <br />State of Minnesota, is hereby arrended by adding thereto the follaving sections, <br />to-wi t : <br /> <br />SECTIOO 2-91. ESTABLISHMENT. The Envirormentai Quality Comuission in <br />and for the City is hereby established. <br /> <br />SECl'ION 2-92. PURPOSE. The purpose of this advisory commission shall <br />be to stimulate interest in the proper use of r and care for, the natural <br />resources of the City of New Brighton; to be infor.rred about laws, policies and <br />regulations of all levels of goverrmentwlllch may have envirornren.tal or ecologi <br />cal significance for New Brighton; and to advise the City Council on matters <br />relating to the conservation of environnental resources, including the study <br />and proposal of possible environnental ordinances. <br /> <br />SECTIOO 2...93. DUl'IES AND RESPONSIBILITIES . The:duties and responsibi- <br />lities of this commission shall be: <br /> <br />a. To irmediatel y prepare and periodically evaluate a proposal <br />~\. . <br />for the proper use of, and aa.refor, lakes ana ~ watercourses <br />of Nar Brighton, including a detennination of :responsibility <br />and an implerrentation program. <br /> <br />b. To'advise the City Council on matters relevant to the <br />conservation of enviml11'l'eI1tal resources in New Brighton, <br />including the study and proposal of FOssible environrrental <br />ordinances;, and tci advise the council on other such matters <br />as the Council nay direct. <br /> <br />c.To maintain an overview of the activities .of public and <br />private agencies in New Brighton with concern for their <br />effects on the to~ quality of the environrrent in New <br />Brighton. <br /> <br />d. To act as a resource agency on environrrental ma.tters for <br />the City Council, M:magerr Advisory Groups,and the citizens <br />of the conm.mity. <br /> <br />e. To inventory and periodically evaluate the natural resources <br />and envirornrental problems of the City of. New Brighton. <br /> <br />f. To initiate, conduct, coordinate or support camnmity projects <br />which seek to naintain, inprove, or reclaim a qualityenvironnent <br />or to educate or infom residents about en.viro.nnentalproblems <br />and problem-solving rrethods, but only if first submitted to, <br />and approved by, the City Council. <br /> <br />g. To cooperate with citizen groups and governmental units of <br />similar nature where appropriate and when approved by the <br />City Council. <br /> <br />h. To advise the Council on natters concerning petition to, <br />and dE;alings with, any Watershed District the City nay be <br />associated with. <br />
