Recognizing that the objectives <br />of the Zoning Code in regard to signs are to create <br />signing compatible with its surroundings, expressive <br />of individual proprietors and the community as a <br />whole, and easily understood while not endangering, <br />annoying or distracting the public, and further .. <br />recognizing that there is signing in the City of New <br />Brighton which does not conform. to the standards set <br />forth in this chapter and which prevents the realizati n <br />of the previously stated objectives, the City Council <br />hereby determines that such non-conforming signs must <br />be brought into partial or total conformity according <br />to the regulations set forth below. <br /> <br /> <br />'.~ <br />,c:-" ,,,",, <br /> <br />" <br /> <br />In making this determination, the City Council <br />recognizes that not only does excessive signing create <br />a distraction to motorists and constitute visual <br />pOllution of the city, but that it c:r:,:eate,s a clutter of <br />signing which prevents such signing from effectively <br />serving its intended function of identifying locations <br />and selling products and services. The Council further <br />recognizes that to allow such excessive and non-'confo <br />ing signing to continue without control prevents the <br />effective functioning of new signing erected in <br />conformity with the present regulations and grants to <br />owners of non-conforming signing a form of special <br />privilege and an unfair competitive advantage. <br /> <br />It is the intent of this section to create a fair and <br />reasonable procedure for the total or partial removal <br />of non-confonning signs and billboards. The City <br />Council believes that the procedure set forth herein <br />provides the mechanism for aChieving the public <br />purposes declared in this ordinance while balancing <br />these with the private investment contained in existin <br />signs. This balancing is achieved by requiring sign <br />removal at the times when signs have a low investment <br />value or at times when a property owner has chosen to <br />upgrade a property's signing. <br />
