No large animal shall be used on the public streets <br />of the City of New Brighton except during daylight hours~ daylight <br />hours being defined as one-half hour before sunrise until one-half <br />hour after sunset. When on the public streets of the City, large <br />animals must be ridden or led in the right lane. <br /> <br />Subd. 3 Where permitted, large animals such as horses shall <br />be thoroughly broken and properly restrained, and shall not be <br />allowed to go unattended or hitched to any rock, tree, or shrub <br />in a public park. <br /> <br />Section 660:15 Stables and Enclosures <br /> <br />Subd. 1. No large animal shall be stabled or maintained in <br />the City of New Brighton except in an area which is fenced in a <br />manner which will confine such animals and be of an area of at <br />least one-half acre for each large animal. <br /> <br />Subd. 2. No large animal shall be stabled or maintained in n <br />area closer than 100 feet to the nearest property line without <br />special permission from the City Council. <br /> <br />Section 660:20 Special Permit <br /> <br />The City Council may grant a special permit to permit the <br />stabling and maintenance of a large animal in an area closer than <br />100 feet to the nearest property line when the City Council finds <br />that the provisions of 660:15, Subd. 2, create an undue hardship <br />and the granting of such permit will not cause undue harm to any <br />adjacent property. <br /> <br />Section 660:25 Reqistration, Fee <br /> <br />Any person seeking to stable or otherwise maintain a large <br />animal within the city of New Brighton for a period longer than <br />ten (10) calendar days, shall: <br /> <br />Subd. I. Register such large animal with the City Clerk's <br />office, and pay a fee of $50 for each animal per year. Large <br />animals stabled within the City on the effec~ive date of this <br />ordinance will be exempt from the fee until January 2, 1977. All <br />animals shall have a veterinarian's health certificate not more <br />than thirty (30) days old to be entitled to such registration. <br /> <br /> <br />Subd. 2.
