Specifications and Requlations of <br />Construction. All sidewalks constructed in this city shall be <br />constructed according to the specifications on file with the <br />City Engineer. and approved by the. city Council by Resolution. <br />Before any such construction is begun the city shall establish <br />grades and assist in determining locations for the same. If such <br />grade or location has not been established before the filing of <br />an application for a permit to construct the imp;r;:ovement,the <br />Council shall order the City Engineer to prepare proposed grades <br />for such sidewalks for Courici..l consideration arld,action. . <br /> <br />SECTION 1050:20. Inspection and Supervision. The City <br />Engineer shall inspect a~+ 'si<J,~wC\lkwork done as he deems <br />necessary. Any work not done' according to sp.~ificatidns <br />be corrected or removed at the, cost of the owner thereof, <br />still be.t,ng done when discqversd, shall be stopped by. the <br />Engineer., <br />. <br /> <br />shall <br />~"" <br />and if <br />city <br /> <br />SECTION 1050:25. ~keletal Sidewalk System Establishment. <br />The City Council shall f;rom time to time designate by resolution <br />the location of sidewalks ..needed within the city to meet the <br />greatest needs of the publk to provide safe access by pedestrians <br />and non-motorized vehicles to areas of rilaj.or public interest <br />such as schools, churches, recreation areas and:~'li:etail shopping <br />areas. Such designated sidewalks shall constitute the Skeletal <br />Sidewalk System of New Brighton. 'rhe City Council shall consider <br />the following factors in determining the sidewalks to be included <br />in such Skeletal System. <br /> <br />1. Number of pedestrians per day. <br />2. Number of motor vehicles per day. <br />3. Average age of pedestrians. <br />4. Number of pedestrian and non-motorized cycle <br />acc iden ts . <br />5. Character of road: speed limit and road width. <br />6. Length of road without stop signs or semaphores. <br />7. Ability to connect between points of public interest. <br /> <br />SECTION 1050:30. Methods of Financinq Cost of Skeletal <br />Sidewalk System. The cost of constructing any sidewalk designate <br />as part of the Skeletal Sidewalk System shall be financed by one <br />of the following methods. <br /> <br />1. By assessing the cost in accordance with Minnesota <br />Statutes Sec. 471.572. <br />2. By use of State Aid Funds where permitted by law. <br />3. By use of general funds. <br />4. By any combination of 1, 2, or 3. <br /> <br />SECTION 1050:35. Sidewalks not Part of Skeletal, System: <br />Methods of Financinq.
