<br />I' <br />'I <br />Ii <br /> <br />.,~ <br /> <br />Subd. 3. Free From Noxious Weeds. All exterior property area <br />shall be kept free from species of weeds or plant growth which are <br />noxious or detrimental to the public health. <br /> <br />Subd~ 4. Insect and Rodent Harborage. Every owner and <br />occupant of a structure contl;{ining two or more dwelling units shal <br />be responsible for the extermination of insects, rodents, vermin, <br />or other pests in all exterior areas of the premises. Whenever <br />infestation exists in the sha,red or public parts of the premises, <br />extermination thereof shall be the responsibility of the owner. <br />In the case of single family structures,the occupant shall be <br />responsible for the extermination of insects, rodents, and vermin <br />in all exterior property areas. <br /> <br />Subd. 5. Accessory structures. All accessory structures <br />including detached garages shall be maintained structurally sound <br />and in good repair. <br /> <br />Subd. 6. Unoccupied Structure. The owner of every unoccupied <br />dwelling or multiple dwelling, shall be responsible for the <br />maintenance of exterior property areas required under Section <br />495:10 <br /> <br />Section 49S:l2 Exterior of Structures. No person shall <br />occupy as owner-occupant or let to another for occupancy and <br />dwelling or mUltiple dwelling, dwelling unit, rooming house, <br />rooming unit, or portion thereof which does not comply with the <br />following requirements: <br /> <br /> <br />Subd. 1. Foundations, Walls, and Roofs. Every foundation, <br />xterior wall, roof, and all other exterior surfaces shall be <br />aintained in a workmanlike state of maintenance and repair. <br /> <br />a. The foundation elements shall adequately support the <br />at all points. <br /> <br />b. Every exterior wall shall be free of holes, breaks, loose <br />r rotting boards or timbers, falling or loose stucco or brick, and <br />ny other conditions which might admit rain, or dampness to the <br />'nterior portions of the walls or to the exterior spaces of the <br />ultiple dwelling. <br /> <br />c. The roof shall be tight and have no defects which admit <br />ain,and roof drainage shall be adequate to prevent rain water <br />causing dampness in the walls. <br /> <br />Subd. 2. Stairs, porches, and Railings. <br /> <br /> <br />a. Every outside stair, every porch, and every appurtenance <br />ttached thereto shall be so constructed as to be safe to use and <br />apable of supporting a load as determined in the Building Code, <br />nd shall be kept in sound condition and good repair. <br /> <br />ii' <br />,1:1 <br /> <br />b. Every flight of stairs which is more than four (4) risers <br />igh shall have hand rails which are to be so located as determined <br />y the Building Code; and every porch which is more than 18" above <br />rade shall have rails so located and capable CSf ~estraining a <br />orizontal pressure as determined by the provisions of the Building! <br />ode.
