Regular Meeting  02-19-02               7:30 p.m.

 

Present:          Commissioners Larry Baker, Thomas O’Keefe, David Schmitz, Jeff Schopf and Paul Zisla

                       

Absent:           Commissioners Jim O’Brien and Norm Schiferl

·        Council Action  -  No report as Council Member Kim Moore-Sykes was not able to attend the last council meeting.

 

Public Hearing PL 02 – 001  Preliminary Plat & Alley Vacation – City of New Brighton.

The public hearing is to review a replatting  put forth by the City of New Brighton for a new Public Safety Facility.  The request is to re-plat 9 parcels south of 8th Street between Old Highway 8 and 4th Avenue NW to a single lot for the proposed New Brighton Public Safety Facility.   The City is actively acquiring the remaining single family parcels and plans to break ground in the late spring of 2002. 

 

A couple of issues need to be discussed at this meeting in regard to this.  Presently there is gas and sanitary sewer in an easement underneath  the public alley.  The proposal is not only to consolidate these lots into one lot of record but also to vacate this alley and to move the utilities in an eastern fashion, starting at the middle of the block and coming over and running parallel to Old 8 and 4th and connecting up with 8th Street.  The site plan for this building was approved by the City Council on January 29, 2002.  State laws have to do with the applicant to move utilities and making an alley and who benefits from it.  Since City owns entire land around the vacated alley, it is a matter of one user so we are essentially giving ourselves permission to do this. 

 

Moved and seconded to CLOSE THE PUBLIC HEARING.

Motion by Baker, Seconded by Zisla to approve the staff’s recommendation and

WAIVE THE READING AND RECOMMEND APPROVAL TO THE CITY COUNCIL  OF PL 02-001 SUBJECT TO COMPLIANCE WITH THE FOLLOWING CONDITIONS:

 

1.         The City Engineer shall review the Preliminary Plat prior to hearing at the City Council. 

2.                  The applicant shall file all necessary drawings with Ramsey County.

PUBLIC HEARING TO AMEND THE COMPREHENSIVE PLAN FROM LDR TO PQ-P.

New Brighton’s current Comprehensive Plan calls for the future land use of the single family residential properties to be “Low Density, Residential”.  It is believed a more appropriate future land use designation would be “Public & Quasi-Public” to better suit the type of activity in a combined Police and Fire Station.  Staff believes that the specific residential parcels on the Future Land Use Map should be changed from Low Density Residential (LDR) to Public & Quasi-Public (PQ-P).  It is expected the Met Council will approve the changes to the Plan. 

 

There was some discussion that in the future it might be better in these situations to amend the Comprehensive Plan first and then proceed with rezoning or do them simultaneously. 

 

Moved and seconded to CLOSE THE PUBLIC HEARING.

Motion by Baker, Seconded by O’Keefe to WAIVE THE READING AND RECOMMEND APPROVAL TO THE CITY COUNCIL TO AMMEND THE COMPREHENSIVE PLAN FROM LDR TO PQ – P SUBJECT TO COMPLIANCE WITH THE FOLLOWING CONDITION:

 

1.                    City Staff shall work with the Metropolitan Council to gain approval of amended plan.

General Business -  None.

 

Announcements and Updates – The North Metro Home & Garden Fair will be held March 2, 2002, from 9:00 a.m. to 3:00 p.m. at the Mounds View Community Center.  There will be 60 contractors and vendors participating.
