At 6-25 meeting, Council approved Special Use Permit for

United Theological Seminary to expand.

Approved preliminary Concept Plan for NW Quadrant and authorized preparation of AUUR environmental review.

Reviewed front porch setbacks and kept ordinance intact for now.

At 7-09 meeting, Council authorized issuance of Revenue Funding Bonds for Golden Pond. 

Considered application for Metro Council Funding for NW Quadrant Redevelopment project. 

Met with Alternative Revenue Task Force.  Discussed user

fees, joint powers agreements and other creative approaches .

Discussed I-35 W Coalition activities.

 

Public Hearing:   PRD02-002 LP02-009, PL02-004  Preliminary Review of Planned

Residential Development, Site Plan and Preliminary Plat – Humphrey Engineering

on behalf of Nedegaard Custom Homes.

Consideration of an application  to construct a 20 unit townhome development and subdivide the property into townhome lots.  The property is located at 2700 Linden Drive, NW, and is zoned R-3B, Multiple Family Residential.  Each townhome unit would be owner-occupied, containing a two-stall garage. 

 

Mr. Boylan presented the background information to the Commissioners.  The aerial photos and updated site plan and staff report were reviewed.  The two-step process for the PRD was explained. 

 

John Feges of Nedegaard Custom Homes and Elness Swenson Graham Architects, addressed the Planning Commission and answered questions from the Commissioners. 

 

Planning Commissioners asked questions about visitor parking and snow removal plan.  Mr. Feges agreed to work with City Staff to address these issues.

 

Moved and seconded to CLOSE THE PUBLIC HEARING

5 Ayes, 0 Nays.  Motion Carried. 

 

 Motion by Schiferl, second by Baker to WAIVE THE READING AND ADOPT THE ATTACHED RESOLUTION RECOMMENDING PRELIMINARY REVIEW APPROVAL OF PRD02, LP02-009 AND PL02-004 subject to the following conditions:

 

1.                  Approval of a permit by the Rice Creek Watershed District.

2.                  Light plans for the proposal are submitted to the city detailing materials, height and supportive data to be approved by the Council.

3.                  The final grading plan shall be subject to review and approval of the City Engineer.

4.                  Complete landscape plans are submitted, subject to review and approval of the City Forester. 

5.                  The site plan is reconfigured to accommodate visitor parking requirements.             

6.                  A final design accommodates PRD setback guidelines for building footprints. 

7.                  A final plat is submitted with final PRD review to the City Council.

General Business – Site Plan Review – Houwman Architects.  Review of site plan for proposed office building development at 386 Cleveland Avenue SE.

Brian Houwman of Houwman Architects spoke to the Commissioners.  He explained the

plan is to create an office park of two buildings.  They would share the drive and the parking.  The site plan was reviewed with the Commissioners. 

 

Motion by Zisla, second by Baker to APPROVE LP02-008 SUBJECT TO THE FOLLOWING CONDITIONS:

 

1.                  Approval of grading/drainage and utility plans by the City Engineer.

2.                  Approval of Rice Creek Watershed District.

ANNOUNCEMENTS AND UPDATES

The new I-35W Corridor Coalition Housing Resource Center, located on Co. Rd. I, west of Lexington, will have a Grand Opening Saturday August 3, from 10:00 – 2:00.
