Public Hearing:  SP 02-15  Special Use Permit for a front yard encroachment

Mike White for Mr. & Mrs. Bialek at 731 10th Ave. NW.

Consideration of a Special Use Permit to construct an addition onto a single family home at 731  10th Ave. NW.  The proposed addition consists of a new addition onto the existing structure including a front entryway.  The site is zoned R-1, Single Family Residential and the proposed front entryway is proposed to encroach by 6 feet into the 30 foot front yard setback requirement.  Section 4-040(3) B states that the required setback may be reduced to twenty four feet subject to approval of a Special Use Permit. The applicants are seeking a Special Use Permit for their proposed addition. 

 

The builder, representing the applicant showed revised plans, complying with the 24 foot setback.

 

Motion by Zisla, Second by Baker to CLOSE THE PUBLIC HEARING.

Public Hearing: NC 02-005  Type 4 Nonconforming Use Permit for a front yard parking setback Silver Lake Road Associates for 2051 Silver Lake Road (Hollywood Video)

Consideration of a Type 4 Nonconforming Use Permit for a front yard parking setback variance of 10 feet.  The applicant is not proposing to change or expand the use on the site.  The site is currently zoned B-2, neighborhood business.

 

Ramsey County is implementing plans to widen Silver Lake Road and has acquired 10 feet of the applicant’s property along the west lot line.  Subsequently, because of the property acquisition, the parking on the west side of the parcel encroaches approximately 10 feet into the front yard setback requirement.  The action by Ramsey County to widen the street will create a Type 4 Nonconformity for the property at 2051 Silver Lake Road. 

 

Mr. Boylan reviewed the history of the request and the applicant spoke briefly and indicated that Staff recommends approval of the request. 

 

Motion by O’Brien, second by  O’Keefe to CLOSE THE PUBLIC HEARING.

Public Hearing:  SP 02-13 Special Use Permit for an Electronic Sign at Irondale High School. 

 

Ms. Colleen Wambach, Principal on behalf of ISD # 621 spoke as applicant representative.

Consideration for a special use permit to construct an electronic readerboard sign at the entrance to Irondale Senior High School on Long Lake Road.  The proposed sign is to be near the entrance off of Long Lake Road and be approximately 7 & ˝ feet wide and 6 & ˝ feet tall.  The base is to be faced with brick to match the new addition onto the school.  The sign is proposed to have rolling messages pertaining to the school campus and student body activities.  The Sign Ordinance requires a special use permit for any electronic readerboard sign located in a Residential Zoning District. 

 

Mr. Boylan reviewed the background and plan.  Eric Boyle, Student Council Representative also spoke to the issue. 

 

Motion by Baker, second by Zisla to CLOSE THE PUBLIC HEARING.

Alternative Urban Areawide Review (AUAR)  for the Northwest Quadrant. 

Steve Schwanke, of RLK-Kuusisto, Ltd. – Summary of findings. 

Mr. Schwanke reviewed the past six month history of the project.  He reported on

four major categories, including traffic, air, nose and storm water.
