CITY OF NEW BRIGHTON

 

 

Regular Meeting  January 20, 2004 at 7:30 p.m.

 

Present:    Commissioners Larry Baker, Jim O’Brien,  Norm Schiferl,

       Tom O’Keefe, Karen Mann, and Paul Zisla          

                   

Absent:     Jeff Schopf , Tom O’Keefe

 

Also Present:  Patrick Boylan, City Planner

                                             

·        Council Action  -   Anne Hoffman, City Council Member,

introduced Mary Burg as the new Council liaison beginning

with the Feb. meeting.

Council Member Hoffman reported progress on the Beisswenger

project which is moving forward.

It was also reported the Council had approved the sedimentation

pond on Long Lake Road.

·        Agenda Review:   No changes.

 

Public Hearing:  Special Use Permit and Site Plan Review – LP03-09 / SP03-13

Truck Repair Facility Expansion – Mr. Michael Dooley

Consideration of an application for Site Plan Review and Special Use Permit for an expansion of the existing structure located at 201 5th Ave. SW.  A site plan review is required to review the proposal to add 6,464 sq. ft. to the existing structure.  The applicant plans to store additional trucking equipment outside which requires a Special Use Permit. 

 

The City of New Brighton  approved a site plan for New Brighton Lumber on October 26, 1993, which included a total of five buildings for the site.  Since that time, the site was developed with only four buildings.  The proposal is substantially different from what the Council approved in 1993, and therefore a site plan review is required. 

 

Mr. Boylan presented the background information and Mr. Norm Wells, Architect on behalf of Michael Dooley, presented information for the Commissioners. 

 

There were several questions and answers between Commissioners and Mr. Wells.

There was no one in the audience to speak to the issue.

 

 

Motion by Baker, Second by O’Brient to CLOSE THE PUBLIC HEARING.

 

5 Ayes, 0 Nays, MOTION CARRIED. 

 

Motion by Schiferl, Second by O’Brien, to recommend approval of LP03-09 and SP03-13 to the City Council with the following conditions:

 

1.  Approval and Compliance with any requirements from Rice Creek Watershed    

                 District.

2.      The storage and parking areas are paved with bituminous or concrete. 

3.      The Site Plan would be amended to add curbing for all parking and driveway areas. 

 

 5 Ayes, 0 Nays, MOTION CARRIED.

Information regarding the Planning Commission and City Council Joint review session for Tax Increment Finance, Tuesday, February 10, 2004, from 5:30 to 7:15 p.m. at the Family Service Center, Room 220.
