CITY OF NEW BRIGHTON

 

 

Regular Meeting –December 21, 2004 at 7:30 p.m.

 

Present:    Commissioners Larry Baker, Karen Mann, Bruce Howard,  Norm Schiferl, Tom O’Keefe and Paul Zisla

Mary Burg, City Council Member, reported      the Mayor and City Council members, with the exception of Annie Hoffman, went to Indianapolis for the Nat’l. League of Cities Conference and took advantage of educational opportunities. 

            Regarding the NW Quadrant, the City has another interested business.

            At a recent Hwy 35 Coalition meeting it was reported there will be 37 % more traffic and no real change in the road.  A lobbying type group has been formed to          go to the legislature.

            The Family Service Center has been in existence 10 years and will celebrate      throughout the year with special happenings.

            Council Member Burg wished everyone Happy Holidays.

                                             

Public Hearing:    SP- 04-15 Special Use Permit to amend the Main Street Village Comprehensive Sign Plan – Pratt Ordway Properties – Main Street Village

Consideration of a Special Use Permit application for building and project site signs for the Main Street Village project, a ten acre site located north of County Road E2 Extension and west of 5th Avenue NW.  The applicant received a Special Use Permit approval on May 22, 2001, which was amended January 28, 2003.  At that time the Council approved the Special Use with the condition that “any future change to the plan shall be submitted under Special Use Permit procedure and when adopted shall become part of that plan”.  Pratt Ordway Properties wishes to amend the approved Sign Plan for the Main Street Village Project and therefore a Public Hearing is required. 

 

Mr. Boylan went over the background and Site Plan per the Staff Planning Report for the Commissioners.  The proposed changes are contained in new section F-1 and F-2 only, giving the description of the sign and the restrictions in Building E only. 

Mrs. Ordway was available to answer questions.  The Commissioners did have several questions for her.  There was no one in the audience who wished to speak to the issue.

 

 

 

Motion by Baker, Second by Howard  to CLOSE THE PUBLIC HEARING. 

6 Ayes, 0 Nays, MOTION CARRIED. 

 

Motion by Schiferl, Second by O’Keefe to WAIVE THE READING AND ADOPT THE ATTACHED RESOLUTION RECOMMENDING APPROVAL OF SP04-15 OF THE SPECIAL USE PERMIT, subject to the following conditions:

1.                  The plan shall constitute the permitted signs for that area.  Any future change to        the plan shall be submitted under special use permit procedure and when adopted shall become part of that plan. 

2.                  City staff review of all Main Street Village signs for consistency with the Main Street Village Sign Plan is required prior to the issuance of any permanent sign permits.  Staff will review the proposed signs for consistency of the size, location, style, colors and general character of the proposed sign. 

3.                  Except for specific requirements and standards listed in the Main Street Village Sign plan the regulations found in Section 9-040 General Provisions Applicable to All Districts, apply to the Main Street Village.

4.                  Clarification of the definition of “window lights”.

General Business: 

 

Concept Review – Planned Unit Development concept for 1190 Long Lake Road – Christian Science Church healthcare facility. Discussion to review care facility development – BKV Group Architects – Ted Redmond.

Several representatives from BKV Architects, the Christian Science Church and their consultants were present for an informal presentation. Ted Redmond of BKV presented information describing the proposed project, a licensed nursing facility, having two floors with 6 resident rooms, nursing station(s), kitchen/laundry area, internal garden space, with the upper level having rooms for family members to stay, offices, lobby, activity space and garage/mechanical area.  Another representative of BKV described the outside concept of the plan. 

 

Planning Commissioners were generally in favor of the project.  BKV anticipates submitting an application for a January Public Hearing. 

 

Discussion Item – Signage for Irondale High School football stadium – Mr. Nick Temali – Mounds View Public Schools

Mounds Views Public Schools is considering additional signage for the athletic facility at Irondale Senior High School.  Mr. Temali explained this type of thing is evolving in school districts due to the financial needs that are increasing.  Right now it is simply under consideration and he wanted to present the concept to the Commissioners.  Most likely the signage would not be visible from the road or from adjacent residential properties.  Commissioners were of the consensus they would certainly need to contemplate all of the different aspects of this type of signage to be comfortable with any future decisions along this line.  Mr. Boylan will be researching information along these lines.  He stated the zoning code didn’t contemplate this type of signage.  No action is needed at this time. 

 

Announcements:   Bigelow Chapel award

The American Institute of Architects has announced an award winning building in the city of New Brighton, the Bigelow Chapel, located at 3000 5th St. NW.  The Bigelow Chapel was among ten projects designed by Minnesota architects which won a 2004 Honor Award from the American Institute of Architects Minnesota.  It recognized the best designs in architecture, interiors, housing and renovation.  Mr. Boylan reported that private architectural tours are available to interested groups.  Mr. Boylan praised the Commissioners for their input into the city planning process associated with the project.
