PLANNING COMMISSION PROCEEDINGS

CITY OF NEW BRIGHTON                                                                                                                        approved 1-20-04

 

 

Regular Meeting  December 16, 2003 at 7:30 p.m.

 

Present:    Commissioners Larry Baker, Jim O’Brien,  Norm Schiferl,

       Tom O’Keefe, Karen Mann, and Paul Zisla

·             Council Action  -   Anne Hoffman, City Council Member,

reported on the following:         

Last Council meeting was to involve the Brighton Village project.

This information was not ready, so this was continued until the

next meeting.

The City of New Brighton and the City of Arden Hills City Staffs

and City Councils got together recently. Council Member Hoffman and Kevin Locke presented information to the Planning Commission on some of the issues discussed, such as  MN DOT issues, traffic issues, NW Quadrant and Tcap. 

Council Member Hoffman displayed maps for the Planning

Commissioners of the areas discussed. She also reported New

Brighton had made a presentation to the City of Arden Hills for

providing Police Services for Arden Hills.  This is still in the

discussion stage.          

 

·        Approval of Minutes – October 21, 2003                       

 

Agenda Review:   No changes

 

Public Hearing:    VN03-02 & LP03-08 -  Parking Setback Variance and Site Plan Review – Norm Wells, Architect for Mark Beisswenger (cont. from 10-21-03 mtg).

Due to continuing challenges to assembling the site for the new store, a new site plan is being prepared and has not been received at the time of this meeting. 

 

Motion by Baker, Second by O’Keefe, to continue this item until the December 16, 2003, Planning Commission Meeting.

General Business:  Zoning Text Amendment Review – Continued review of proposed text to amend the allowable commercial uses in the MX, Mixed Use Zone. 

There was considerable discussion regarding the hardware store and how it differs from

other hardware stores, the parking, and what future use of the property could possibly fall into the mixed use classification.  More information will be brought to the next meeting. 

 

Announcements and Updates:  Storm Water Program for MS4s (Municipal Separate Storm Sewer System) – Introduction of storm water pollution control requirements as part of the Feral Clean Water Act. 

 

The City of New Brighton is required to address six minimum measures to comply with Federal clean water mandates.  Measure 4, “Construction site runoff control” calls for an ordinance requiring implementation of proper erosion and sediment control on sites over 1 acre. 

 

Before March 11, 2005, the City needs an ordinance for the sites greater than 1 acre but smaller than 2.5 acres that the Rice Creek Watershed District (RCWD) is inspecting.  We must either persuade RCWD to lower their limit to 1 acre or write our own. 

 

No action is requested on this issue at this meeting.    Mr. Boylan will be working with Engineering Staff to craft an ordinance addressing erosion and sediment control sometime in 2004.  A more comprehensive review before the Planning Commission will occur prior to examining any proposed text changes.
