NEW BRIGHTON PARK BOARD
MINUTES
JULY 6, 1988
I. The meeting was called to order at 7:30pm by Chairman Johnson
II. Members present: Eichers, Johnson, Kalina, Olson, Rose, Seward,
Van Hatten, Representative Brandt
Members absent: Carlson, Ocel
III. Minutes of June 1, 1988
Councilmember Brandt asked that the last paragraph of the Council
report from the June minutes be corrected to read "she felt they
would not want it to be a park."
Johnson requested that his statement on page six be corrected to
read "Johnson questioned whether residents want Pike Lake to be a
private lake?
MOTION BY OLSON, SECONDED BY VAN HATTEN, TO APPROVE THE MINUTES AS
CORRECTED. MOTION CARRIED.
IV. Correspondence
A. Council Report
Council Representative Brandt reported that the Innsbruck
development proposal had been presented to the Council and that
while Council reaction was generally favorable there were
concerns expressed about density and traffic generation.
B. Long Lake Advisory Committee
No meeting.
V. New Business
A. Freedom Park Lighting
Anderson explained that the Council, based on staff
recommendation, had decided not to light the athletic field at
Freedom Park in 1988 because of the higher than expected cost
of grading the park for stormwater retention.
B. 1989-93 CIP
Anderson suggested including the athletic field lighting in
1989 at $65,000 and reducing the grading work at Innsbruck to
$10,000 of city funds. Johnson suggested that a footnote to
the CIP be added explaining that it was expected that Harstad
Companies would provide $50,000 worth of grading on the park.
Van Hatten asked why dedicated revenues were reduced in the
late years of the 5 year CIP? Anderson explained that it was
because city reserves are dedicated early in the schedule but
are not needed in later years. MOTION BY VAN HATTEN, SECONDED
BY OLSON, TO RECOMMEND APPROVAL OF THE 1989-93 CIP WITH STAFF
RECOMMENDED CHANGES. MOTION CARRIED.
