MINUTES <br /> New Brighton Economic Development Commission <br /> Regular Meeting—August 9, 2005 <br /> 7:00 a.m. <br /> Members/Liaisons Present: Bob Benke, Gene Delaune, Linda Harmon, Lisa Harreld, Ken <br /> Johnson, John Kaufhold, Steve Larson, and Gary Stang. <br /> Members/Liaisons Absent: Sharon Doffing, Dennis Flahave, Mark Nelson, and Jim Witkowski. <br /> Staff Present: David Black and Jennifer Lavandowska. <br /> Call to Order <br /> Linda Harmon called the meeting to order at 7:02 am. <br /> Approval of Minutes <br /> The minutes of the July 12, 2005 meeting were presented for approval. All approved. <br /> Northwest Quadrant Report <br /> Planning <br /> Black presented a rough draft of the design guidelines from the August 8th meeting with DSU. It <br /> takes into account fifteen different criteria. Once the design guidelines are approved,the City <br /> will consider how it should be implemented. It is possible that the Council will decide to create <br /> a special zoning overlay district for the Northwest Quadrant. <br /> Benke and Delaune asked how the guidelines will be developed and if the Planning Commission <br /> or the Council would be involved. Black responded that the Planning Commission would be <br /> involved on some level and when they are done, it would be submitted to the Council for <br /> approval. Johnson also suggested that the guidelines should be flexible in order to attract <br /> developers. Black reassured that the guidelines will be flexible, but ensure that the buildings are <br /> of high quality. When approved by the City Council, the guidelines will be made available to the <br /> public. Johnson suggested that the City talk with Brooklyn Center; they have a similar project <br /> under way and they might be willing to exchange ideas. <br /> Lisa Harreld will represent the City on the library task force. The first meeting is scheduled for <br /> Wednesday, August 10th; they will then meet every other month through January. Delaune <br /> expressed concern over how he was nominated for the task force and asked Black to relay his <br /> concerns to City management. <br /> Midwest Asphalt <br /> Black reported that after the August 4th mediation meeting the parties were closer to reaching an <br /> agreement. Aside from price and financial terms, discussions have centered around the materials <br /> on the site, City commitments to purchasing some of the materials, and the price for them. It <br /> appears that Midwest Asphalt may be off the entire site within the next two years and possibly <br /> off a portion as early as next spring. <br />
