Approved <br /> MINUTES <br /> New Brighton Economic Development Commission <br /> Regular Meeting—December 13, 2005 <br /> 7:00 a.m. <br /> Members/Liaisons Present: Bob Benke, Gene Delaune, Dennis Flahave, Linda Harmon, Lisa <br /> Harreld, Ken Johnson, John Kaufhold, Steve Larson, Mark Nelson, and Bruce Nustad. <br /> Members/Liaisons Absent: Sharon Doffing and Gary Stang. <br /> Staff Present: Matt Fulton, Grant Fernelius, David Black, and Jennifer Lavandowska. <br /> Call to Order <br /> Linda Harmon called the meeting to order at 7:00 am. <br /> Approval of Minutes <br /> The minutes of the November 15, 2005 meeting were presented for approval. All approved. <br /> Northwest Quadrant Report <br /> Design Guidelines <br /> Black reported that the design guidelines would be presented to the Council at the December 13 <br /> meeting for approval. City staff met with Ramsey County Public Works staff to discuss <br /> upgrades to Old Highway 8. The site plan for the housing area will be considered by the Council <br /> in January or February. Delaune indicated that he was impressed with the guidelines. <br /> Housing Agreements <br /> The housing agreement will also be on the Council agenda for the December 13 meeting. The <br /> 2004 agreements have been slightly modified. The plans are basically the same; engineering <br /> requirements have shifted some of the units a bit. Several of the dates needed revision. <br /> Construction on the first units will start in the fall of next year after the streets and utilities are <br /> installed. The City Engineering staff will be designing the streets and utilities and the developers <br /> will be doing the remediation of the Midwest Asphalt site. <br /> Kaufhold inquired when the City would anticipate pre-selling of the units to begin. Black replied <br /> that the developers should begin pre-sales in the early to mid-summer. Flahave asked how many <br /> acres were on the west side. Black responded that there are 46 acres for housing, with about five <br /> acres devoted to office. Fernelius explained that construction will start in the center of the west <br /> side and build out from there. He also explained that the developers are interested in raising the <br /> grade of the site by 12 feet to help block the sight of the railroad cars. <br /> Fernelius reported that staff is still discussing how the development will connect to Long Lake <br /> Regional Park. Staff had a meeting with Greg Mack(Ramsey County Parks)to discuss the <br /> relationship between the development and the park. The County is receptive to the connection of <br /> trails at the north and south ends, however they are sensitive to the number of access points from <br /> the development to the park. The developers would like to have a bridge over the rail line to the <br /> park trails. An at-grade crossing or a tunnel are other possibilities for the crossing. Benke <br />
