Policy and Purpose. Subdivision 1. 3ecause of the <br /> <br />existing and increasing possibilit::r of the occurence of disasters of <br /> <br />unprecedented size and destructiveness resulting {rom enenw attack. <br /> <br />sa"ootage. or other hostile action, or from fire, flood, earthquake or <br /> <br />other natural causes, and in order to insure that preparations of this <br /> <br />village will be adequate to deal with such disasters, and generally, to <br /> <br />provide for the common defense and to protect the public peace, health, <br /> <br />and safety-, and to preserve the lives and property of the people of this <br /> <br />village, it is hereo3' found and declared to be necessary: <br /> <br />(a)!.'o establish a local civil defense agencJ; <br /> <br />(b) To provide for the exercise of necessary powers during civil <br />defense emergencies; <br /> <br />(c) To provide for the rendering of!U"iJt-.Jal aid between this village <br />and other political subdivisions of this state and of otner <br />states with respect to the carrying out of civil defense <br />functions. <br /> <br />Subdivision 2. It is further declared to be the purpose of tnis <br /> <br />ordinance and the policy of the village that all civil defense functions <br /> <br />of' this village be coordinated to the ;l1aximulIl extent practicable with the <br /> <br /> <br />comparable functions of the federal government"i\ of this state, and of <br /> <br />other states and localities, and of private agencies of every type, to <br /> <br />the end that the most effective preparations and use may be made o~~' the <br /> <br />nations :Ilanpower, resources, and facilities for dealing with an,y disaster <br /> <br />that may occur. <br /> <br />Section 2. Definitions. Subdivision 1. "Civil Defense" means the <br /> <br />prepara tion for and the carr;;/ing out of all ernergenc,y- functions, other <br /> <br />than functions for which military forces are pril'larily responsible, to <br />
