" ORDINAOCE NO. 7 g An Ordinanc~Licensinq.and R~qulatinQ the Retail Sale of Ciqare~te~ and CiQar~ Wr~pperi~ The village council of New Rrighton do ordain as follows: S~ction 1. L~cense Reguired. No person shall directly or in- directly or by means of any device keep for retail sale, sell at re- tail, or otherwise dispose of any ciqarette or cigarette wrapper at any place in the village of New Brighton unless a license therefor shall first have been obtained as provided in this ordinance. Section 2. Application and I,ssyance. Application for such . license shall be made to the villaqe clerk on a form supplied by the village.
