<br /> , Cable Communications Citizen Advisory Committee,
<br /> shall be established to advise the City Council in
<br /> relation to certain aspects of franchising a cable I
<br /> CO:rnn1unications system in the City of New Brighton.
<br /> Tl1at the committee be composed of not less than
<br /> seven members. The term of the appointments shall
<br /> be the length of the franchising process.
<br /> T}1at the. committee shall be ,composed of members
<br /> ,who shall be residents of the franchise area
<br /> (cable service territory) and which shall include, I
<br /> if possible, the following:
<br /> I
<br /> a representative from minority groups, !
<br /> women,
<br /> an educator, and,
<br /> a student.
<br /> It shall be within the City Council's discretion to
<br /> determine the qualifications for inclusion in the
<br /> aforementioned categories.
<br /> That the members shall serve without compensation
<br /> ,'and may be removed from office at any time by the
<br /> City Council. ~
<br /> Duties of the committee. The committee is hereby direct d
<br /> advise the City Council and to:, I
<br /> federal and state rules and regulations
<br /> to cable communications;
<br /> Familiarize themselves with current and potential I
<br /> services being offered by cable communications
<br /> companies; ,
<br /> ,

<br /> 4. Recomkend to the City Council, if a need has been !
<br /> detennined, to proceed with the franChising process.~
<br /> ,The recommendation may be in the form of an invitati n
<br /> for'applications for the franchise.
