<br /> RESOLUTION Aln'HORIZ1NG FiLING OF APPLICATION FOR. 'GRANT TO. ACQUIRE AND
<br /> DEVEIDP OPEN...SPACE LAND, AMENDED NOVEMBER, 1967.
<br /> ,WHEREAS Title VII,of the Housing'Act of 1961, as amended, prev:1des for the
<br /> making of grants by the Housing and Home Finance Administra tor to
<br /> States and Local public bodies to assist them in the acquisition and
<br /> development of permanent interests in land for open-space uses where such
<br /> assisstanceis'needed for carrying out a unified or officially coordin~~.
<br /> ated prograni fer the provision and development of open-space land as
<br /> part of the comprehensively planned development of the urban area;and
<br /> WB;EREAS the Village.of New Brighton, Minnesota, herein referred to as "Applica.nt"
<br /> desires to acquire and develop free simple title to certain land knO'WIl
<br /> as Pike, Lake, . Long Lake, Foss Road, and Seventh St. park sites for
<br /> open~space and recreational uses, and
<br /> WHEREAS Title.VI of the Civil Rights Act of 1964, and the regulations of the
<br /> Housing andRo~ Finance Agency effectuating that Title, provide that
<br /> no personahal1 be discriminated against because of race, color, or
<br /> national origin in the use of the land acq~redand/or developed; and
<br /> , . W'HElmAS' it. is :recognized' tha. t the contract for Federal grant will impose
<br /> .,' certain obligations and responsibilities ~pon the Applicant and will
<br /> " require among other things (1) assurances that families and individuals:
<br /> displaced as a result of the open-space land project will be re-
<br /> 10ca.:ted: into decent, safe, and sani,tary housing, (2) compliance with
<br /> Federal labor standards.,' and (3) c()mplia.nce . with Federal requirements
<br /> relating to equal employment opportunity; and
<br /> WHEREAS it is estimated that the cost of acquiring said interests (s) will be
<br /> ~71.970.00; and. ' .'
<br /> WHEREAS it is e.stimated that thec:ost of develppmentof Said land will be
<br /> Jl~813.757.00; and
<br /> NOW THEREFORE ~ ITRESO;L.VED by the Village of New Brighton, Minnesota
<br /> 1. ,That an application be ~de.to the,Hou~ing and Home Finance Agency
<br /> for a grant in ~ amount. authorized by Title VII of the Housing
<br /> ',' Act of 1961, as amended, which amount is presently estimated to be
<br /> ~.142,863.50, and that the Applicant -Will pay the balance of the
<br /> cost from other funds available to it.
<br /> 2. That the Village Manager is herEilbyauthari~ed and directed to
<br /> execute and to file 'such application ~iththe Uousing and Home
<br /> Finance Agency, to provide additional infQ~tion and to furnish
<br /> . such documents as may be required. by saiq. Agel1cy, to execute such .'
<br /> .' , contracts as are required by said' Agency, . al:ld' :to act as the
<br /> authorized correspondent of the Applica~" ...... ,-

<br /> with' plans for the allocation of landfor o'pen-space uses, and
<br /> that, should said grant be made, theAppiic~twil1acquire,

<br /> application and approved by the Housing'and Home Finance Agency. !
