<br /> "Wage increases may be granted during the freeze for workers
<br /> whose wages are closely tied' to increases for other workers
<br /> that were negotiated before the freeze if the following
<br /> condltions prevail:
<br /> (l) The agreement to which'the increases are linked
<br /> was reached before August l5:
<br /> (2 ) Prior to Aug1,lst 15, work was performed (by the
<br /> workers whose wages are closely tied to the
<br /> , , increases reached before the freeze) that would
<br /> be eligible for payment at the new rate:
