<br /> 'l 1 t <br />1 <br />, <br />,~ <br /> RESOLUTION NO. 1074 <br /> STATE OF MINNESOTA <br /> COUNTY OF RAMSEY <br /> VILLAGE OF NEW BRIGHTON <br /> ~SOLUTION ESTABLISHING A CAPITAL IMPROVEMENT PLANNING PROCESS <br /> WHEREAS the Council of the Village of New Erighton perceives <br /> the need to establish a form.al process for the planning, selection, <br /> financing and accomplishment of capital improvements projects <br /> with the village, and <br /> WHEREAS the citizens Advisory Study Committ.ee has reported <br /> to the Council On the desirability and feasibility of establishing <br /> such a formal process, and <br /> , <br /> WHEREAS :Qo' sUGh proGess'has been developed or formally <br /> adopted for use' in New Brighton at this time <br /> , ' <br /> NOW 'rHE:RE$'ORE' BE 1'1' RESOLVED, Th9-ttlf1~ Council of the <br /> Village of ':N'ew Brighton direct the Manager 'and otheradrninistrativt~ <br /> staff to prepare for the G9un~i~Js review, revision and enactment <br /> a capital improvements plarining prodess. Further, that such <br /> proGess be submitted to the Council for review in a timely manner <br /> and that that process include provision for at least the' <br /> following: <br /> 1. An annual review of the capital Improvements Plan <br /> 2. Council selection Of projects to be undertaken each <br /> year on a yearly basis <br /> 3. Administrative investigation and report to the Council <br /> of projects costs <br /> 4. Administ;J:'ative investigation and report to the Council <br /> of funds available for specific projects on an annual <br /> basis <br /> 5. Council establishment of a deo.icated Sinking fund for <br /> each specific project <br /> 6. A schedule for administrative and Council review, revisi<m <br /> and actiOn on each suggested capital improvements projeci: <br /> 7. Establishment of a procedure for annual and terminal <br /> reports to the council by responsible administrative <br /> staff on the progress and status of all capital improve- <br /> ments projects which inclUdes: <br /> a. purpose of the project (including planned completion <br /> date) <br /> b. Original allocation, amount of <br /> c. Responsible administrative staff personnel <br />
