. ... ) RESOLUTION NO. 1580 STATE OF MINNESOTA ,COQNTY OF RAMSEY CITY OF NEW BRIGHTON RESOLUTION APPROVING DRAFT PETITION AND POSITION PAPERS RELATING TO PROPOSED IMPROVEMENTS BY RICE CREEK WATERSHED DISTRICT AND DIRECTING ADMINISTRATION TO INVESTIGATE ATTITUDE OF WATERSHED DISTRICT, PROBABLE COSTS AND PROBABLE FINANCING WHEREAS recent flooding, erosion and siltation of lakes and ponds in the City of New Brighton require certain repairs and improvements to County Ditches, control structures, culverts, ponds, and lakes, and WHEREAS the proper authority to make such repairs and improvements is the Rice Creek Watershed District, and WHEREAS it appears that the only feasible method of initiating consideration of the making of such repairs and improvements by the Rice Creek Watershed District is by petition by the City of New Brighton, and WHEREAS it is advisable for the City of New Brighton to first explore and investigate the attitude of the Watershed '"," District toward such repairs and improvements and to ascertain the probable costs and method of financing, and WHEREAS a Draft Petition and position papers setting forth the City's proposed petition and the City's position on certain aspects of such proposed repairs and improvements will assist the Watershed District to develop attitudes regarding the proposal, probable costs and probable financing NOW THEREFORE BE IT RESOLVED,by the New Brighton City Council that the attached Draft Petition and Position Papers are hereby approved as to form and content BE IT FURTHER RESOLVED, That the administration is hereby directed to present the Draft Petition and Position Papers, to- gether with a copy, of this resolution to the Rice Creek Watershed District officials, consultants and staff for the purpose of determining the following: 1. The attitude of the District toward the proposal or any part thereof. 2. Any suggested additions, revisions or deletions in the Draft Petition. 3. The response of the District to any or all of the Position Papers. 4. The probable cost of the repairs and improvements by section and in total. 5. The probable method of financing the repairs and improvements. "'.;:. 6. The probable timetable if the proposal is in fact petitioned for.
