STATE OF MINNESOTA COUNTY OF RAMSEY CITY OF NEW BRIGHTON RESOLUTION GRANTING GORDON RENDERING COMPANY AN OFFENSIVE TRADES LICENSE AND AFFIXING CERTAIN CONDITIONS OF OPERATION WHEREAS The City of New Brighton is responsible for the general safety, health, welfare and well-being of its residents and has established codes to aid in carrying out this responsibility, and WHEREAS city Code Chapter 24 entitled Sewer Department Regulations and Chapter l5, Article VII, entitled Offensive Trades, and Metropolitan Sewer Board Rules and Regulations for the Metropolitan Disposal System and the Minnesota Pollution Control Agency Standards all apply to the operation of Gordon Rendering Company as a rendering business, and WHEREAS The City is aware and has been informed that certain deficiencies in the operation of Gordon Company's old plant have occurred in tne past with respect to these codes, rules, regulations and standards and could occur with the new plant, and WHEREAS These deficiencies when they have occurred, have affected the safety, health, welfare and well-being of The City's res iden ts in that they have caused plugging of the sanitary sewer and lift stations, interference with sanitary sewer service to others, dumping of raw sewage on the open ground and/or have often resulted in offensive odors in the neighborhood, and WHEREAS on August 15, 1978 stack emissions te s t, in complete conformance with ASTM Method D-l39l-57, were performed on the emissions from the stack of the scrubber serv,iDgLt.he Gordon Rendering Company plant of facilities at 19-14th Street N.E. and such tests indicated an average odor level of 136 odor units per cubic foot, which is be low the limit of l50 odor units allowed by APC-9, and WHEREAS the test of August 15, 1978 also indicated a total emission level of 4.1 million odor units per~inute which exceeds the one million odor units per minute allowed by APC-9, and WHEREAS it was determined that the problems that existed were basically maintenance oriented and that corrective action was taken, and WHEREAS on October 23, 1978, stack emission tests, in complete conformance with American Society for Testing Materials Method D-139l-57, were performed on the emmissions from the stack of the scrubber serving the Gordon Rendering Company plant facilities at 19 14th Street N.E. and such tests indicated an odor leve 1 of less than 2 odor units per cubic foot and a total emission of 84,000 odor units per minute.
